This is a fully remote position, open to applicants in United States.
• Oversee the coordination of Scrum of Scrums across various delivery pods, identifying, sequencing, and addressing cross-team dependencies utilizing Azure DevOps or Jira.
• Facilitate planning sessions and develop integrated delivery roadmaps and sprint objectives that align with contract milestones and governmental priorities.
• Act as Scrum Master for multiple delivery pods, guiding Agile ceremonies, coaching teams, and eliminating obstacles.
• Identify, evaluate, and escalate program-level risks, issues, and dependencies; maintain the program risk register effectively.
• Collaborate with government Product Owners and stakeholders to convert priorities into actionable sprint tasks and conduct demonstrations.
• Track sprint velocity, burndown trends, and team capacity to pinpoint schedule or resource limitations and provide delivery forecasts to leadership.
• Implement and monitor delivery metrics such as velocity, cycle time, and defect trends.
• Promote the adoption of Agile engineering practices to enhance delivery quality.
• Mentor junior Agile practitioners on Agile principles and Federal delivery best practices.
• Assist in modernizing the Department of Veterans Affairs enterprise acquisition system across solution development, data migration, and integration workstreams.
• Must be a US citizen and able to pass a Tier 2 background investigation.
• Bachelor's degree in a relevant field of study is required.
• At least 5 years of experience in Agile delivery or software development, including a minimum of 3 years as a Scrum Master or Agile Coach supporting Federal government programs.
• In-depth knowledge of Agile frameworks (Scrum, SAFe, Kanban) is essential.
• Proven experience in facilitating Agile ceremonies and coaching teams on Agile principles and practices.
• Proficient in Agile project management tools such as Azure DevOps, Jira, Rally, or similar platforms.
• Strong analytical and problem-solving abilities for managing dependencies and identifying risks.
• Relevant Agile certifications are preferred.
• 5+ years of experience leading Agile teams or programs is desirable.
• Familiarity with the Federal acquisition lifecycle, contracting processes, or financial management modernizations is a plus.
• Experience with the Appian platform, low-code solutions, or similar enterprise SaaS implementations is advantageous.
• Background in supporting enterprise modernization programs involving 1,000+ users or multi-year, multi-phase deliveries is preferred.
• A background in software development or systems integration is desirable.
• Understanding of continuous integration, automated testing, and release management practices is beneficial.
• Experience in organizational change management and user adoption strategies is a plus.
• Ability to analyze delivery metrics, team performance data, and operational trends is desired.
