This is a fully remote position, open to applicants in Canada.
• Oversee the design, configuration, and implementation of the MUNIvers citizen portal utilizing Salesforce Experience Cloud.
• Convert the current Experience Cloud proof of concept into a secure and supportable production release.
• Transform product, customer, and citizen needs into efficient portal solutions and user journeys.
• Set up Experience Cloud pages, navigation, components, branding, and functionalities.
• Create Salesforce Flow, Lightning Web Components, and Apex when standard functionalities do not fulfill requirements.
• Develop reusable architecture, components, and implementation patterns applicable to multiple municipalities.
• Lead the design, construction, testing, deployment, and post-production enhancements.
• Formulate and implement authentication and access frameworks for citizen users.
• Specify access for authenticated and guest users.
• Design secure methods for associating citizens with entitled Salesforce records.
• Configure and manage Experience Cloud users, permission sets, sharing, record access, and Salesforce security controls.
• Ensure citizens only access authorized property, tax, utility, and related information.
• Apply security and privacy-by-design principles.
• Create intuitive, responsive, and accessible digital experiences.
• Collaborate with Product Managers to define and prioritize portal requirements.
• Convert municipal processes into citizen self-service experiences.
• Identify technical constraints, risks, and dependencies, and provide recommended solutions.
• Offer Experience Cloud technical guidance to Product Owners and Developers.
• Establish technical standards and best development practices.
• Maintain documentation related to solutions and architecture.
• Enhance portal scalability, maintainability, security, and usability.
• Contribute to the MUNIvers product roadmap and citizen self-service functionalities.
• Adhere to Health and Safety, ISO27001 information security, ISO9001 quality management, environmental, and compliance regulations.
• Report directly to the Chief Technology Officer.
• Extensive hands-on experience in designing and delivering Salesforce Experience Cloud.
• Proven experience in bringing an Experience Cloud or similar Salesforce external-user solution into production.
• In-depth knowledge of the Salesforce platform, including objects, data modeling, Flow, automation, and security.
• Strong understanding of Salesforce external-user security, including profiles, permission sets, sharing, record access, and guest-user security.
• Experience in designing authentication, registration, and access frameworks for external users.
• Practical skills with Lightning Web Components, Apex, SOQL, JavaScript, HTML, and CSS.
• Experience in creating responsive and accessible customer or citizen-facing portals.
• Strong grasp of Salesforce development, testing, deployment, and release management practices.
• Demonstrated ability to convert business and user needs into practical technical solutions.
• Capable of working independently and taking technical ownership while effectively collaborating with Product Managers, Administrators, and Developers.
• Experience in local government, public sector, or municipal environments is highly desirable.
• Background in property tax, utility billing, payments, or citizen self-service solutions is highly desirable.
• Familiarity with Canadian public-sector privacy, security, and accessibility regulations is highly desirable.
• Experience in designing reusable Salesforce solutions for deployment across multiple clients is highly desirable.
• Salesforce Experience Cloud Consultant, Platform Developer, or Sharing & Visibility certifications are highly desirable.
• Strong solution design and problem-solving skills.
• A robust security mindset, especially for external-user and public-facing solutions.
• A customer and citizen-focused approach to digital experience design.
• Comfortable functioning as both a technical lead and a hands-on practitioner.
• Excellent communication skills with the ability to clearly articulate technical options and trade-offs.
• Proactive in taking ownership, working independently, and addressing risks or blockers promptly.
