Right of Way Agent

This is a fully remote position, open to applicants in Arizona, +1 more state.

📋 Description

• Engage in direct outreach efforts with landowners, occupants, and other impacted stakeholders.

• Build and sustain respectful, professional, and effective relationships with landowners.

• Negotiate voluntary and mutually advantageous agreements concerning easements, rights-of-way, access rights, temporary workspace, licenses, permits, and other property interests.

• Assist with fee-simple property acquisitions, partial acquisitions, and property subdivision needs.

• Secure rights-of-entry and survey access agreements for initial project activities.

• Clarify project plans, potential property impacts, compensation, and terms of agreements.

• Analyze title reports, deeds, ownership records, encumbrances, survey plans, plats, legal descriptions, and property maps.

• Identify ownership challenges, title requirements, property limitations, and potential land-related risks.

• Create and present offer packages, acquisition documents, correspondence, landowner notifications, and supporting documents.

• Negotiate compensation, damages, access arrangements, and other land-related matters within project authority.

• Collaborate with project managers, title agents, surveyors, engineers, legal counsel, permitting specialists, GIS teams, and other project staff.

• Review route alignments, construction plans, engineering drawings, and survey documentation to assess property impacts.

• Keep thorough, accurate, and timely records of landowner interactions, negotiations, commitments, agreements, and pending action items.

• Update land acquisition tracking systems, contact logs, status reports, and project documentation.

• Assist in resolving landowner concerns, access issues, title matters, and other project challenges.

• Attend internal project meetings, landowner meetings, public gatherings, and stakeholder engagement events as necessary.

• Ensure acquisition activities adhere to applicable laws, regulations, project procedures, contractual obligations, and LandSolutions policies.

• Independently manage assigned properties and landowner files while adhering to project timelines and acquisition goals.

• Carry out additional land acquisition and right-of-way responsibilities as required.

⛳️ Requirements

• Minimum of three years’ experience in right-of-way acquisition, land acquisition, surface land, real estate, or a related discipline.

• Strongly preferred experience in supporting electric transmission, utility, renewable energy, pipeline, transportation, or other linear infrastructure projects.

• Proven experience in negotiating easements, fee-simple purchases, rights-of-entry, access agreements, temporary workspace agreements, licenses, permits, and related property interests.

• Experience in conducting in-person outreach and negotiations with landowners.

• Proficient understanding of title reports, deeds, legal descriptions, survey plans, plats, ownership research, and property records.

• Capability to interpret route maps, engineering drawings, construction plans, survey documentation, and GIS data.

• Strong skills in negotiation, conflict resolution, stakeholder engagement, and relationship management.

• Ability to convey technical, legal, and property-related information in a clear and comprehensible manner.

• Excellent verbal and written communication abilities.

• Strong organizational skills with great attention to detail.

• Capacity to manage multiple landowner files, priorities, and deadlines.

• Ability to work independently in the field while effectively collaborating with a larger project team.

• Proficiency in Microsoft Office Suite and familiarity with GIS, land management, mapping, or property research systems.

• Valid driver’s license and dependable transportation.

• Willingness and ability to travel regularly within the designated project area.

• Capacity to successfully complete any required background screening for the project.

• A bachelor’s degree, diploma, or an equivalent combination of education and relevant experience is preferred.

• Preferred experience in large-scale electric transmission or utility infrastructure projects.

• Preferred experience with fee-simple acquisitions, partial property acquisitions, subdivision requirements, and complex easement negotiations.

• Familiarity with land practices, property records, regulatory requirements, and stakeholder environments in New Mexico or Arizona is a plus.

• Experience in communicating with private landowners, government entities, municipalities, Tribal Nations, utilities, and other public or private stakeholders is preferred.

• Preferred experience in coordinating title, survey access, permitting, and GIS-related project activities.

• Professional designation or membership with the International Right of Way Association is considered a valuable asset.
