This is a fully remote position, open to applicants in United States.
• Recruit and assign employees to projects based on their skills, certifications, grades, and availability.
• Assemble balanced crews and verify crew composition prior to mobilization.
• Manage employee mobilization and demobilization in collaboration with field leadership and staff.
• Monitor employee availability, assignments, bench status, leave, and readiness for deployment.
• Facilitate work authorization and travel clearance processes.
• Collaborate with the supply chain on lodging, vehicle arrangements, and site logistics while managing costs.
• Maintain manpower forecasts and alert the Vice President of Technical Services regarding staffing shortfalls.
• Take ownership of recruiting efforts, including managing requisitions, offers, screening, onboarding, referrals, project rosters, and trade networks.
• Hire according to project ramp requirements and verify certifications and demonstrated capabilities before extending offers.
• Keep updated rehire, callback, and qualified candidate lists categorized by trade and grade.
• Foster relationships with trade schools, apprenticeship programs, and military and veteran hiring channels.
• Report on hiring progress against plans, including open positions, time to fill, and pipeline gaps.
• Act as the primary contact for field employees concerning assignments, mobilization, training, and compensation.
• Oversee performance reviews, address performance and attendance issues, and document corrective actions and improvement plans.
• Collaborate with Human Resources on disciplinary issues and employee relations matters.
• Resolve employee concerns and conflicts, escalating issues when necessary.
• Review and approve timecards, ensuring accuracy in hours worked and job charging.
• Assist with onboarding, mobilization, and demobilization at each worksite.
• Track certification and site access requirements while maintaining training and certification records.
• Coordinate safety training, testing, grade advancement recommendations, apprenticeships, and Certified Trainer programs.
• Report workforce status, utilization, bench costs, coverage, and open gaps to the Vice President of Technical Services.
• Prepare and maintain JCE records for assigned projects.
• Manage pay, cost, and billing rates; approve rate changes and set up jobs and assignments within AP4 systems.
• Provide availability and manpower data for proposals and bids.
• Contribute to workforce strategy based on field conditions, crew performance, and staffing trends.
• Maintain employee rosters, skills records, and assignment histories.
• Utilize and manage resource management, job cost, timekeeping, HR, and document control systems.
• Collaborate with Finance, Human Resources, EHS, supply chain, and project teams.
• Advocate for AP4 safety policies and company culture while fulfilling other assigned responsibilities.
• Direct experience working on active industrial construction job sites; office-only construction experience does not qualify.
• Working knowledge of construction craft trades such as millwright, pipefitting, welding, electrical, and rigging.
• Familiarity with craft classifications, apprenticeship structures, and certifications including NCCER, AWS, and NCCCO.
• Proven experience coordinating or supervising field employees on active projects.
• Demonstrated success in recruiting field trades within a competitive labor market.
• Established connections with trade schools, apprenticeship programs, or veteran hiring channels.
• Business acumen, with an understanding of how internal systems, employee mix, rates, per diem, and bench time impact job costs and margins.
• Ability to navigate ambiguity and adapt to incomplete or evolving information.
• Willingness to engage in direct and fair employee performance discussions.
• Strong organizational skills and meticulous attention to detail.
• Proficiency in workforce business systems, including timekeeping, job cost, HRIS, document management, and spreadsheets.
• Clear and effective written and verbal communication with field crews, supervision, and management.
• Capacity to manage a diverse range of tasks accurately and swiftly under time-sensitive pressures.
• Credibility with field employees.
• Proficiency in English is required.
• Eight or more years in construction, field services, or workforce coordination, including direct time on active industrial job sites.
• Proven track record of direct resource management within a craft organization, including assigning craft to projects, coordinating mobilization, and tracking availability, certifications, and grade progression.
• A degree in construction management, business, human resources, or a related field is advantageous; however, it is not a substitute for job site or craft resource management experience.
• Preferred: experience supporting LNG, petrochemical, or similar heavy industrial projects.
• Preferred: previous experience in a craft or field supervisory role.
• Preferred: experience with gas turbine installation or rotating equipment scopes.
