Regional Coordinator – Engagement, Drug Markets

This is a fully remote position, open to applicants in Ghana.

📋 Description

• Contribute to the strategic vision of GI-TOC initiatives concerning drug markets in West Africa.

• Transform strategic objectives into cohesive strategies, action plans, and execution.

• Ensure the timely delivery of high-quality programmes.

• Manage budgets, expenditures, risks, donor compliance, reporting, and resource mobilization.

• Supervise events, capacity-building initiatives, and research workstreams.

• Provide quality assurance across the programme.

• Oversee monitoring, evaluation, and learning processes and utilize evidence to guide adaptive programme management.

• Establish and sustain relationships with senior government officials, diplomatic representatives, and strategic partners.

• Organize high-level dialogues, political summits, consultations, and other engagements.

• Represent the Platform in regional and multilateral forums.

• Create interventions and presentations, and supervise calls to action, communiqués, briefings, and other high-level materials.

• Enhance collaboration with regional and international institutions, civil society, academia, media, and technical partners.

• Support research and monitoring of cocaine and synthetic drug markets.

• Convert evidence into actionable recommendations, strategic briefings, and communications.

• Facilitate technical cooperation between West African states and European partners.

• Provide briefings to regional and international stakeholders on programming priorities and regional drug market trends.

• Oversee demand-driven technical interventions that strengthen early-warning systems, forensic and investigative capabilities, cross-border collaboration, and drug policy reform.

• Ensure that research and technical activities adhere to ethical, safeguarding, and information security standards.

⛳️ Requirements

• Advanced university degree in international relations, political science, security studies, law, public policy, public health, development studies, or a related field.

• A strong combination of relevant professional experience and a bachelor's degree may be considered as a substitute for an advanced degree.

• Minimum of seven years of progressively responsible experience in programme leadership, diplomacy, policy engagement, organized crime or drug policy programming, security, governance, international cooperation, or a closely related area.

• Significant responsibility for complex multi-country initiatives.

• Experience in leading multidisciplinary teams and managing substantial donor-funded programmes, including work planning, budgeting, reporting, and compliance.

• Proven track record of high-level engagement with governments, diplomatic entities, regional or multilateral institutions, and technical or civil society partners.

• Comprehensive understanding of West African political and institutional dynamics, with professional experience across the region.

• Engagement with law enforcement agencies, national governments, regional entities, and civil society.

• Knowledge of drug trafficking, illicit markets, organized crime, criminal justice, public health approaches to drugs, or related transnational security issues.

• Full professional proficiency in English and French.

• Established senior-level networks across West Africa and Europe relevant to drug policy, law enforcement, criminal justice, diplomacy, public health, or research.

• Experience in overseeing politically sensitive research, threat assessments, restricted analytical products, or evidence-to-policy processes.

• Experience in facilitating technical or operational cooperation across jurisdictions and professional silos.

• Professional proficiency in Portuguese or another West African language is preferred.
