This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Assist in the development and execution of annual and cohort-specific outreach and recruitment strategies, schedules, objectives, target populations, communication channels, milestones, metrics, and follow-up actions.
• Research and build relationships with colleges, universities, minority-serving institutions, HBCUs, tribal colleges and universities, professional associations, student and alumni groups, veterans, military-transition communities, and other talent sources.
• Maintain an outreach calendar that includes institutions, organizations, events, dates, target audiences, objectives, responsible parties, materials, follow-up actions, and outcomes.
• Organize virtual and in-person career fairs, information sessions, campus events, webinars, professional association gatherings, and other recruitment activities.
• Create and update Government-approved outreach materials, such as fact sheets, recruitment presentations, FAQs, career-pathway documents, talking points, candidate communications, event materials, digital content, email templates, and schedules.
• Oversee communications with prospects and candidates, including event follow-ups, application reminders, process updates, FAQs, and escalation of queries that require Government or HR input.
• Maintain candidate pipeline and disposition information for prospects, leads, applicants, qualified candidates, interviews, selections, offers, acceptances, and onboarding.
• Track recruitment funnel movement, source performance, conversion rates, time spent in each stage, candidate quality metrics, follow-up status, and bottlenecks; suggest adjustments as needed.
• Assist hiring managers and relevant Divisions by providing program information, recruitment timelines, candidate-facing materials, and support for interviews or assessments.
• Conduct candidate experience surveys, gather feedback, identify trends, and recommend improvements to processes.
• Generate weekly recruiting pipeline reports and regular updates outlining status, risks, conversions, open actions, and milestones.
• Organize recruiting and outreach meetings; create agendas, briefing documents, executive summaries, decision papers, notes, action items, and follow-up communications.
• Maintain records of recruiting contacts, calendars, templates, procedures, and lessons learned.
• Safeguard applicant and employee information while adhering to federal privacy, records management, accessibility, and system access regulations.
• Address routine inquiries from Government officials, partners, participants, and candidates, escalating critical issues as necessary.
• Bachelor’s degree in human resources, communications, marketing, public administration, business, education, or a related area; equivalent relevant experience may be accepted.
• Minimum of five years of professional experience in recruiting coordination, university recruiting, early-career recruiting, workforce outreach, talent-pipeline development, candidate engagement, or a similar field.
• Proven experience in planning and coordinating multiple recruitment campaigns, outreach partnerships, or candidate events from initial preparation through follow-up and reporting.
• Skilled in developing candidate communications, recruiting presentations, outreach materials, FAQs, talking points, email campaigns, and event content.
• Experience in maintaining recruiting calendars, contact records, applicant or candidate pipeline data, follow-up actions, and regular status reports.
• Familiarity with recruitment funnel concepts, source tracking, conversion rates, candidate experience, time-in-stage analysis, and pipeline bottleneck identification.
• Strong organizational and project management skills, including the ability to manage multiple concurrent events, deadlines, stakeholders, and shifting priorities.
• Exceptional written and verbal communication skills, sound judgment, professionalism, and the ability to engage candidates and partners from diverse backgrounds.
• Proficient in Microsoft Word, Excel, PowerPoint, Outlook, Teams, and SharePoint or similar collaboration tools.
• Experience with applicant tracking systems, CRM platforms, event-management software, survey tools, or similar recruiting technologies.
• Capable of handling applicant, employee, and program information with discretion and adhering to privacy, records management, accessibility, and information security regulations.
• Ability to comply with applicable federal suitability, onboarding, confidentiality, and information handling requirements.
• Preferred: experience supporting a federal agency, public-sector organization, government contractor, internship program, fellowship program, or acquisition workforce initiative.
• Preferred: knowledge of federal hiring processes and contractor/Government decision boundaries.
• Preferred: experience in building relationships with universities, professional associations, veterans organizations, student groups, or workforce development partners.
• Preferred: ability to analyze recruiting source effectiveness, candidate experience feedback, conversion outcomes, and outreach cost or efficiency.
