This is a fully remote position, open to applicants in Indonesia.
• Develop and document the comprehensive delivery model from client demand intake to worker mobilization and their first day on-site.
• Create and oversee sourcing networks involving vocational schools (SMK), training institutions, community and referral networks, sourcing agents, regional vendors, and field recruitment channels.
• Manage candidate pipelines across various industrial zones.
• Design high-volume mass screening and selection processes, including on-site hiring events and group interviews.
• Handle contracts, BPJS registration, medical checks, and worker files in batches while ensuring compliance.
• Establish models for recruiter productivity and cost-per-hire for high-volume blue-collar recruitment.
• Ensure that each order adheres to the appropriate legal delivery framework and maintain distinctions between delivery lines.
• Collaborate in designing sourcing and screening workflows aligned with the worker platform development.
• Recruit, train, and manage recruiters, team leads, and operational support as justified by confirmed volume growth.
• Report directly to the Chief People Officer.
• Develop the capability to manage confirmed volume orders without improvisation within the initial six months.
• Demonstrated experience in managing high-volume blue-collar or industrial recruitment in Indonesia, achieving placements in the tens to hundreds, excluding low-volume professional or white-collar hiring.
• Direct involvement with outsourcing or labor supply delivery, encompassing operational and compliance aspects, not just the sales perspective.
• Familiarity with Indonesian labor regulations relevant to outsourcing: PKWT, BPJS, and current alih daya restrictions under Permenaker 7/2026.
• Proven ability to build sourcing channels from the ground up, especially non-digital channels such as SMK partnerships, agent networks, and field recruitment, rather than relying solely on job boards.
• Comfortable working within industrial zones and manufacturing settings, including travel to client locations.
• Capable of defining and documenting processes, as a key aspect of this role is what remains after establishing it.
• Proficient in Bahasa Indonesia and competent in English.
• Experience in hiring for technical or certified trades (PLC, industrial automation, electrical certification pathways) — beneficial but not mandatory.
• Familiarity with Chinese-invested manufacturing clients in Indonesia, or proficiency in Mandarin — beneficial but not mandatory.
• Experience collaborating with a product or platform team on recruitment tools — beneficial but not mandatory.
