This is a fully remote position, open to applicants in United States.
• Manage contract service transactions related to rights-of-way, permitting, and leases.
• Collaborate with Tribes and Tribal representatives to expedite FAST-41 applications towards approval.
• Evaluate and scrutinize Tribal applications for necessary documentation and consistency.
• Facilitate potential suggestions for secretarial waivers of regulations during negotiations for right-of-way grants or leases.
• Coordinate with Tribal applicants, NEPA personnel, FAST-41 contacts, appraisers, BIA staff, and federal partners.
• Enter and monitor applications in the Trust Asset and Accounting Management System (TAAMS).
• Analyze both current and historical transactions and encumbrances, including trust titles and records.
• Conduct outreach and offer technical assistance for the Environmental Review Improvement Fund Tribal Assistance Program.
• Support BIA Regions and Agencies with data calls and reporting obligations.
• Verify consent requirements, land status, legal descriptions, encumbrances, NEPA and Section 106 compliance, bonding, and fair market value appraisals.
• Ensure that project survey plats and drawings correspond with project locations by Section, Township, and Range for TAAMS encoding.
• Engage in meetings with Tribes, Tribal offices, state agencies, and federal agencies.
• Review NEPA project proposals and related documents, including Environmental Assessments, CEER checklists, Environmental Impact Statements, Section 106 and Section 7 documents, survey plats/drawings, tribal approvals, and other proposal documents.
• Provide information for biweekly encrypted progress reports in MS Word.
• Offer real estate expertise regarding archaeological resources, historic preservation, and paleontology laws and regulations.
• Deliver road services and conduct road analyses related to broadband initiatives.
• Stay informed on applicable regulations, policies, manuals, and handbooks.
• Ensure that all parties operate within the current legal and regulatory framework.
• Bachelor of Science degree.
• Five (5) years of relevant experience.
• Experience level comparable to a GS-1170 Series.
• Documented knowledge of BIA regulations, policies, and procedures.
• Experience in reviewing contract management transactions associated with tribal broadband projects.
• Ability to assess environmental impact reports pertaining to tribal broadband projects.
• Ability to collaborate effectively with the Division of Environmental Services and Cultural Resources Management (DESCRM) within the Office of Trust Services.
• Ability to work alongside BIA and the National Telecommunication and Information Administration (NTIA) federal program officers and tribal grantees funded through NTIA’s Tribal Broadband Connectivity Program (TBCP).
• Must successfully pass a pre-employment drug test and federal security investigation/background check.
• Must secure a Department of the Interior Public Trust security clearance before commencing work.
• Must be a U.S. Citizen.
• Knowledge of real estate services, laws, and regulations related to archaeological resources, historic preservation, and paleontology.
• Familiarity with NEPA and Section 106 compliance, land status, legal descriptions, encumbrance verification, bonding, and fair market value appraisals.
• Proficiency in using the Trust Asset and Accounting Management System (TAAMS).
• Proficiency in MS Word.
• Ability to work Monday through Friday, 8 hours per day/40 hours per week.
