Quality Engineer – U.S. Army Program Office

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Plan, create, execute, and oversee Quality on assigned programs throughout their entire life cycle.

• Ensure that contractors fulfill product quality responsibilities and that systems provided to Soldiers align with user requirements.

• Generate quality input for program management documentation, acquisition strategies, source selection evaluation plans, supportability strategies, system engineering plans, statements of work, and specifications.

• Confirm that relevant contract clauses are incorporated into PEO contracts.

• Collaborate with product managers, users, ATEC, and other government entities.

• Review and assess system performance, evaluate risks, and make informed recommendations.

• Ensure adherence to contractual scope, timelines, specifications, and other requirements.

• Develop or assess sampling plans in accordance with MIL-STD-1916, ANSI Z1.4, or other industry standards.

• Participate as a quality engineer in post-awards, program reviews, design reviews, and conferences.

• Evaluate design initiatives with respect to environmental and performance factors.

• Review and ensure the sufficiency of test plans, procedures, and reports.

• Monitor testing activities, communicate results to the PM, and ensure root cause corrective actions for any failures.

• Assess engineering change proposals and waivers/deviations for their impact on quality.

• Conduct physical and functional configuration audits.

• Draft contract letters for signature by the Quality Lead and COR.

• Perform audits of contractor quality management systems and assembly/test procedures.

• Analyze contractor quality data, metrics, and process controls.

• Collaborate with contractors to enhance quality systems, processes, and process controls.

• Provide Product Assurance Suitability Statements for material releases.

• Ensure that product quality deficiency reports are properly addressed.

• Work with DCMA, monitor PM program support, establish QALIs/MOAs as necessary, and review DCMA surveillance plans.

⛳️ Requirements

• BS in Engineering or an equivalent field with over 20 years of relevant experience, or MS in Engineering or equivalent with over 15 years of relevant experience.

• In-depth knowledge and experience as a Lead Auditor of ISO 9001:2015 Quality System Requirements.

• Subject matter expert in Quality, capable of leading Quality initiatives on assigned programs with minimal oversight from the Government lead.

• Active Secret Security Clearance is required.

• Travel of up to 50% may be necessary.

• Desired qualifications: MS in Engineering or equivalent with over 25 years of relevant experience, or PhD in Engineering or equivalent with over 15 years of relevant experience.

• Extensive experience and recognition within the Quality community.

• Experience in consulting team members and mentoring the workforce on Quality issues.

• Proficiency in evaluating methodologies and formulating contracting, management, and Quality evaluation strategies.

• Experience in developing metrics for assessing contract Quality.

• Experience serving as a Lead Auditor.

• Experience in creating training materials and training audit personnel.
