Public Assistance Program Specialist

This is a fully remote position, open to applicants in Colorado, +1 more state.

📋 Description

• Assist applicants and subrecipients throughout the FEMA Public Assistance grant lifecycle, from identifying damages to achieving project obligations and readiness for closeout.

• Conduct or support site inspections, damage assessments, and the scoping of disaster-related tasks across Categories A–G.

• Create and compose Project Worksheets within Grants Portal or similar systems, detailing damage descriptions, scopes of work, cost estimates, and their revisions.

• Collect, organize, and upload necessary supporting documentation, such as force-account labor/equipment records, contracts, invoices, photographs, insurance, and procurement files.

• Implement Stafford Act, PAPPG, and 2 CFR 200 regulations concerning eligibility, cost reasonableness, and procurement inquiries.

• Address FEMA and state requests for information and assist applicants in rectifying documentation deficiencies.

• Monitor project status, deadlines, and outstanding items; keep applicants and internal leadership informed about progress and potential risks.

• Aid in insurance and duplication of benefits assessments and identify possible 406 mitigation opportunities.

• Collaborate with applicants, TEMA/state staff, FEMA Program Delivery personnel, and internal specialists.

• Travel to client sites and perform duties in various environments including offices, homes, fields, EOCs, hospitals, debris sites, or local government buildings.

• Undertake other related responsibilities as assigned.

⛳️ Requirements

• Over 5 years of experience in FEMA public assistance and grants.

• Proven practical knowledge of Categories A, B, and E.

• Participation in at least two significant disaster recovery initiatives.

• Experience in drafting Project Worksheets (PWs).

• Familiarity with database software for project eligibility, scopes of work, and cost estimation.

• Experience in supporting and operating within an Emergency Operations Center.

• Knowledge of Grants Portal, EMMIE, or state-specific grant systems.

• Strong skills in MS Excel.

• A Bachelor's degree in Emergency Management or a related field is preferred.

• Experience conducting preliminary damage assessments in the field alongside Federal, State, and local officials is preferred.

• Financial compliance experience is preferred.

• Must be at least 18 years of age.

• Must have eligibility to work in the United States without requiring employer-sponsored visa support.

• Must successfully complete company and applicable client background and reference checks upon receiving an offer.

• Willingness to travel and deploy to client locations for extended durations.

• Availability to work evenings and weekends when necessary.

• Ability to repeatedly lift and manipulate up to 25 lbs.

• Mobility is required on-site with clients.
