This is a fully remote position, open to applicants in United States.
• Oversee the development of proposals from the qualification of opportunities and evaluation of bid/no-bid decisions to submission, debriefing, and lessons learned.
• Collaborate with Business Development, operational teams, subject-matter experts, executives, teaming partners, and pricing staff.
• Analyze solicitations and customer requirements thoroughly.
• Develop and manage compliance matrices, proposal outlines, schedules, responsibility assignments, and submission checklists.
• Facilitate and lead proposal kickoff meetings, color-team reviews, status updates, and final submission readiness assessments.
• Supervise proposal calendars, production timelines, internal deadlines, review cycles, approvals, and deliverables.
• Create, edit, and integrate management strategies, technical narratives, executive summaries, staffing plans, transition plans, past performance, and corporate experience.
• Ensure all responses adhere to solicitation guidelines, evaluation criteria, page limits, formatting standards, submission requirements, and customer expectations.
• Coordinate the preparation and formatting of resumes for key personnel.
• Assist with responses to RFPs, RFQs, RFIs, Sources Sought notices, sole-source bids, task orders, and other federal proposals.
• Keep track of bid/no-bid information, opportunity status, risks, action items, assumptions, gaps, and decision documentation.
• Identify and address proposal, schedule, staffing, teaming, pricing, compliance, and competitive risks.
• Research and track opportunities via SAM.gov, GSA eBuy, agency procurement portals, contract vehicles, and other resources.
• Generate opportunity and capture reports that detail solicitation specifics, customer requirements, contract vehicles, set-aside status, estimated values, key dates, incumbents, competition, and subsequent actions.
• Utilize GovDash or similar AI-driven tools for opportunity identification, solicitation analysis, capture planning, compliance assessments, and proposal development.
• Support capture and business development initiatives by analyzing agencies, customers, procurement trends, incumbents, competitors, and recompetes.
• Maintain proposal templates, boilerplate content, past-performance records, resume libraries, compliance tools, and lessons-learned resources.
• Sustain a qualified pipeline and advance opportunities that align with OMG Federal's strategic goals.
• A high school diploma is required.
• A Bachelor's degree in a related field is strongly preferred.
• Five (5) to seven (7) years of experience in federal proposal management, proposal coordination, capture support, or business development is required.
• Experience supporting federal proposals for government agencies, including RFPs, RFQs, RFIs, Sources Sought notices, task orders, and/or sole-source requirements is essential.
• Proficiency in developing proposal schedules, compliance matrices, outlines, content assignments, review plans, and submission checklists is required.
• Strong skills in technical writing, editing, proofreading, and document production are necessary.
• Experience in coordinating multiple contributors and managing competing priorities in a deadline-driven environment is crucial.
• Familiarity with federal solicitation structures, proposal instructions, evaluation criteria, and compliance requirements is important.
• Experience in preparing, reviewing, or formatting key personnel resumes and other required proposal attachments is needed.
• Excellent oral and written communication skills are required.
• Ability to handle sensitive or changing information with accuracy, transparency, discretion, and accountability is essential.
• Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, Teams, and SharePoint is necessary.
• Capability to work independently in a remote environment while ensuring communication and responsiveness within the proposal team is vital.
• Preferred: experience in supporting a small business, Tribal enterprise, Alaska Native Corporation, or a Tribal 8(a) federal contractor.
• Preferred: familiarity with SBA 8(a) and HUBZone programs.
• Preferred: experience using SAM.gov, GSA eBuy, and other government procurement portals.
• Preferred: experience utilizing GovDash, AI-enabled proposal tools, or similar technologies.
