Proposal Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee all facets of the proposal development process from pre-RFP to submission to enhance the likelihood of contract award success.

• Lead and assist in the creation of compliant and persuasive federal government proposals through collaboration with Capture Managers, Business Development Officers, technical Subject Matter Experts (SMEs), proposal team members, subcontractor personnel, executive leadership, and other contributors.

• Draft, revise, and manage responses to government RFPs, RFQs, Task Order Proposals, and RFIs.

• Coordinate and manage multiple proposal efforts concurrently while ensuring adherence to schedules and compliance requirements.

• Act as the primary contact for assigned proposal initiatives.

• Develop kickoff packages and create proposal schedules and compliance matrices.

• Organize virtual and in-person meetings.

• Oversee proposal content development, reviews, and production activities.

• Evaluate and rewrite proposal sections for consistency, compliance, responsiveness, and overall quality.

• Address clarification requests, deficiency reports, and final proposal revision requests within tight timelines.

• Support and maintain proposal knowledge management repositories and SharePoint libraries.

• Adapt to shifting priorities and customer demands in a dynamic small business setting.

⛳️ Requirements

• Bachelor’s degree in business administration, Communications, Marketing, English, or a related field is preferred.

• Four years of experience with the federal government or in support of federal government contracting or military service (active duty, reserves, or national guard) may be accepted in lieu of a bachelor’s degree.

• Demonstrated experience in a small business or veteran-owned business environment is preferred.

• A minimum of 3 years of practical experience in writing, coordinating, and managing federal government proposals, ideally focusing on DoD and IT services opportunities.

• Strong skills in proposal writing, editing, and content development, with the ability to convert technical information into clear and compelling proposal narratives.

• Proven ability to work under tight deadlines, manage multiple competing priorities, and quickly adapt in a fast-paced proposal environment.

• Experience in supporting rapid-turn proposal efforts with minimal oversight.

• Excellent interpersonal, organizational, and communication skills with the capacity to collaborate across functional teams.

• Proficient in Microsoft Office Suite, Adobe Acrobat, SharePoint, and proposal collaboration tools.

• Willingness to work flexible hours, including evenings and weekends, during active proposal efforts as necessary.

• AMPM certifications and familiarity with the Shipley Proposal Process or similar proposal development methodologies are preferred.

• Understanding of federal government procurement processes and Systems Engineering and Technical Assistance (SETA) environments.

• Experience in supporting proposals for IT, cybersecurity, engineering, or technical support services contracts.

• Active Secret clearance or the ability to obtain one is preferred.
