This is a fully remote position, open to applicants in United States.
• Oversee the entire lifecycle of assigned proposals, including RFIs, sources sought notices, RFPs, RFQs, task orders, and contract vehicle on-ramps.
• Evaluate solicitations and convert requirements into detailed outlines, compliance matrices, and writing assignments.
• Develop and manage proposal schedules, facilitate kickoff meetings, and ensure contributors meet milestone deadlines.
• Collaborate with capture and business development leaders to integrate win themes, distinguishing factors, and customer insights.
• Compose, edit, and revise technical, management, and past performance sections.
• Organize color reviews, resolve reviewer comments, and ensure recovery actions are tracked to completion.
• Collaborate with pricing and contracts teams to synchronize technical and cost volumes.
• Engage with teaming partners and subcontractors regarding content, data requests, and document exchanges.
• Conduct final compliance, quality, and formatting checks, and manage electronic submissions via SAM.gov, PIEE, and GSA eBuy.
• Maintain and enhance the proposal content library.
• Utilize approved AI tools for drafting, solicitation analysis, and content reuse, ensuring adherence to human review and C5MI data handling policies.
• Document lessons learned and provide feedback from debriefs, suggesting process enhancements.
• Offer guidance and writing feedback to proposal coordinators, writers, and subject matter experts (SMEs).
• Engage in quality assurance activities and safeguard sensitive information in compliance with security policies.
• Execute other related tasks as assigned.
• A bachelor's degree in Communications, English, Business, Marketing, or a related field, or equivalent professional experience.
• Between 5-7 years of experience in proposal development, proposal management, or technical writing; 7-10 years of experience is acceptable without a degree.
• A minimum of 2 years managing federal government proposals from announcement to submission.
• Familiarity with the federal acquisition process, including FAR-based procurements, Section L and M structures, and common contract types (IDIQ, GWAC, BPA, and task orders).
• Practical experience in conducting color team reviews using structured methodologies such as Shipley or APMP best practices.
• Exceptional writing and editing skills, capable of articulating technical concepts in clear, persuasive language for government evaluators.
• Proven ability to handle multiple concurrent proposals under tight deadlines while maintaining quality standards.
• Proficiency in Microsoft Word, Excel, PowerPoint, Teams, and SharePoint.
• Capacity to work efficiently in a fully remote setting and collaborate with distributed teams across various time zones.
