This is a fully remote position, open to applicants in Virginia.
• Proactively organize proposal meetings and delegate tasks; ensure contributors meet deadlines.
• Monitor and communicate required deliverables across various portfolio teams.
• Conduct structured weekly meetings with each portfolio to verify that deliverables are on track.
• Review all proposals for compliance issues and potential red flags immediately after bid decisions.
• Take ownership of compliance expectations, Q&A tracking, and addendum oversight for each active RFP/RFI.
• Oversee submission logistics from start to finish, including portal uploads, physical shipments, and signature documentation.
• Create and maintain proposal templates and frameworks.
• Compile and uphold a formatted backmatter library containing past performance write-ups and resumes/bios.
• Develop a searchable content repository for past performances and standard boilerplate text.
• Assist with short-form and ad hoc client information requests.
• Keep and organize notes from capture/proposal meetings.
• Standardize proposal content and processes across various portfolios.
• Conduct prompt win/loss debriefs.
• Benchmark competitor and other externally won proposals to shape strategy.
• Produce one-pagers and similar marketing materials as required.
• Investigate potential strategic partnerships during quieter proposal periods.
• Demonstrated experience in proposal coordination, including compliance reviews and complete RFP/RFI submission logistics.
• Strong discipline in Q&A and addendum tracking.
• Highly organized and detail-focused; capable of ensuring accuracy across intricate, multi-contributor documents.
• Experience in creating and maintaining proposal templates/shells and past performance materials.
• Familiarity with utilizing AI tools in proposal development within designated parameters.
• Direct and proactive communication skills; able to schedule tasks, delegate responsibilities, and hold portfolio teams accountable to deadlines.
• Ability to manage multiple concurrent pursuits, competing deadlines, and unexpected/ad hoc requests.
• Must be authorized to work in the United States; Blue Raster does not sponsor work visas.
• Preferred experience in GIS, mapping, IT, or professional-services proposals.
• Familiarity with JIRA or similar tracking tools and content-library/knowledge-management technologies is preferred.
• Exposure to the complete capture process and sales/business development calls or meetings is preferred.
• A creative/design aesthetic for occasional marketing materials is preferred.
• Experience analyzing competitive or externally won proposals is preferred.
• Preference for candidates local to the Arlington, VA area.
