Proposal & Bid Manager – Enterprise & Government Contracts

📋 Description

• Oversee the complete proposal and bid lifecycle for enterprise, mid-market, government, and public-sector opportunities, including strategic client renewals and expansions.

• Take ownership of and manage RFPs, RFIs, RFQs, tenders, procurement questionnaires, government solicitations, and other formal competitive processes.

• Evaluate solicitation requirements, assessment criteria, qualifications, contractual obligations, risks, deadlines, and submission prerequisites.

• Create bid plans, response matrices, timelines, ownership allocations, review cycles, and submission timelines.

• Collaborate with cross-functional contributors to ensure submissions are complete, accurate, consistent, and timely.

• Oversee government and public-sector bids throughout the submission, clarification, negotiation, and award phases.

• Keep organized records of solicitations, amendments, questions, submissions, procurement communications, evaluations, and awards.

• Work closely with Sales, Account Executives, Account Management, Legal, Finance, Product, Technology, Security, Compliance, Implementation, Operations, and executive leadership.

• Craft customer-specific messaging, executive summaries, value propositions, differentiators, and win themes.

• Assist in clarification rounds, bidder conferences, presentations, demonstrations, Best and Final Offers, commercial negotiations, and award processes.

• Aid in bid/no-bid decisions based on strategic alignment, revenue potential, requirements, competitive standing, award likelihood, feasibility, resources, and risk assessment.

• Manage procurement processes for renewals, competitive rebids, geographic expansions, and broader service scopes.

• Develop and uphold a centralized proposal content library, standardized templates, response frameworks, and quality benchmarks.

• Coordinate commercial and contract documentation with Legal and Commercial leadership, addressing significant issues as necessary.

• Maintain a centralized bid pipeline and monitor bid volume, value, turnaround time, win rate, awarded contract value, timeliness, and reasons for win/loss.

• Conduct post-bid reviews and provide Commercial leadership with insights into opportunities, deadlines, resources, risks, and performance outcomes.

• Establish a structured RFP process, content library, bid calendar, bid/no-bid framework, standardized templates, performance reporting, and a scalable operating model within a 6–12 month timeframe.


⛳️ Requirements

• A minimum of 5 years of experience in proposal management, bid management, RFP management, enterprise procurement, government contracting, sales enablement, or a closely related field.

• Proven experience in managing complex RFPs, RFIs, RFQs, tenders, or formal procurement processes from submission to award.

• Experience in supporting enterprise and/or mid-market B2B sales opportunities.

• Demonstrated success in contributing to or managing competitive bids and securing contract awards.

• Outstanding commercial writing, editing, proofreading, and executive communication capabilities.

• Strong project management and stakeholder management skills.

• Ability to comprehend complex technical, commercial, contractual, compliance, security, and procurement requirements.

• Exceptional attention to detail and disciplined document management practices.

• Capability to manage multiple high-priority opportunities concurrently.

• Confidence in collaborating with senior Sales, Legal, Finance, Product, Technology, Security, Compliance, Operations, and executive stakeholders.

• Preferred: experience in global payroll, HCM, HR technology, PEO, SaaS, FinTech/payments, workforce management, professional services, or government contracting.

• Preferred: experience in government or public-sector procurement.

• Preferred: experience managing multinational or multi-country RFPs.

• Preferred: experience coordinating complex proposals involving technology, implementation, information security, data privacy, compliance, pricing, and contractual requirements.

• Preferred: experience with bid/capture strategy, bid/no-bid processes, win themes, and competitive positioning.
