Proposal and Opportunity Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee SAM.gov, DSIP, Tradewinds, OTA consortia, agency BAAs, and forecasts

• Evaluate opportunities based on OKSI's capabilities, eligibility, deadlines, and resources

• Create summaries of opportunities detailing requirements, risks, and recommendations for bid/no-bid choices

• Manage the quality of data in Odoo CRM and ensure accurate records in the pipeline

• Develop proposal schedules, outlines, and compliance matrices

• Monitor amendments and Q&A from initiation to submission

• Conduct kickoff meetings, status updates, and color team reviews

• Manage reviewer feedback until resolved

• Coordinate inputs for technical, management, past performance, pricing, and cost-volume sections

• Maintain approved reusable content for proposals

• Facilitate eligibility, security, and export-control reviews for approval

• Address any missing inputs and conflicts in schedules or resources

• Confirm submission access, deadlines, and time zones; submit or assist the authorized submitter

• Retain final proposal packages and confirmation of submissions

• Handover awarded tasks to Program Management and Contracts

⛳️ Requirements

• Minimum of 4 years experience in managing federal proposals, with direct responsibility for submission coordination

• Proficient understanding of FAR/DFARS and the ability to interpret solicitation instructions, evaluation criteria, and amendments

• Background in SBIR/STTR, OTA, BAA, or CSO submissions

• Practical experience in managing CRM records, pipeline reporting, and ensuring data quality

• Excellent writing and editing skills, capable of converting engineering insights into clear, compliant text

• Ability to handle multiple deadlines and coordinate contributors without direct supervision

• Skilled in Microsoft Word, Excel, PowerPoint, Teams, and collaborative document tools

• Bachelor's degree or equivalent professional experience

• Willingness and capability to travel up to 25%, including visits to OKSI headquarters, client meetings, industry events, and proposal workshops

• Must possess or be eligible to obtain and maintain a U.S. Department of Defense Secret security clearance; maintaining this clearance is a condition of employment

• Must meet ITAR eligibility requirements as a U.S. citizen or national, U.S. lawful permanent resident, refugee, asylee, or be eligible for required authorizations

• Preferred: Direct experience with Odoo CRM

• Preferred: Completion of Shipley training or APMP certification

• Preferred: Knowledge of EO/IR sensors, autonomy, counter-UAS, or munitions and weapon systems

• Preferred: Experience in supporting engineering teams within a small or growing defense firm
