This is a fully remote position, open to applicants in Texas, +1 more state.
• Oversee designated EECBG projects to guarantee that project scope, schedule, budget, milestones, and performance targets are clearly defined and upheld.
• Conduct technical assessments of recipient activities, pinpoint implementation challenges and corrective measures, and suggest improvements to project specifications and execution strategies.
• Monitor recipient advancement towards approved milestones, energy savings goals, emissions reduction targets, resilience objectives, and other program performance indicators.
• Evaluate recipient reports, deliverables, implementation plans, and supporting documentation for completeness, quality, and alignment with approved scopes of work.
• Act as a primary liaison for assigned recipients, offering prompt support and guidance related to implementation, reporting, compliance, and program requirements.
• Collaborate with recipients, DOE personnel, technical assistance providers, contractors, and other stakeholders to facilitate successful project execution and timely issue resolution.
• Assist in financial monitoring tasks, including tracking obligations, expenditures, cost-sharing, and project budgets in accordance with approved award requirements.
• Prepare and maintain financial assistance documentation and program records in compliance with DOE policies, federal regulations, and EECBG program guidelines.
• Create technical memoranda, briefing materials, presentations, talking points, guidance documents, reports, and other client-ready materials that support program implementation and decision-making.
• Collect, analyze, and synthesize programmatic, financial, and performance data to aid reporting, portfolio management, strategic planning, and ongoing program enhancement.
• Assist in identifying and sharing best practices, lessons learned, innovative strategies, and success stories throughout the EECBG portfolio.
• Facilitate recipient engagement activities, including meetings, workshops, webinars, training sessions, conferences, and technical assistance events.
• Coordinate across various assignments and stakeholders to ensure high-quality, timely project delivery.
• Maintain accurate and timely information in DOE systems and databases, and assist with audits, reviews, evaluations, and data requests as needed.
• Foster a collaborative team environment by supporting project leadership, sharing knowledge, and contributing to the advancement of program objectives.
• Bachelor’s degree in engineering, environmental science, environmental studies, sustainability, public policy, public administration, business administration, energy management, or a related field.
• Four (4) years of additional relevant experience may be considered in lieu of a degree.
• At least four (4) years of pertinent professional experience.
• PMP Certification.
• Experience supporting DOE, specifically SCEP programs.
• Knowledge of the Energy Efficiency and Conservation Block Grant (EECBG) Program.
• Experience in federally funded energy projects.
• Background in project management activities involving coordination among clients, stakeholders, subcontractors, and technical teams.
• Experience assessing project performance metrics, including energy savings.
• Familiarity with DOE systems and federal grants management processes.
• Experience in a consulting or professional services setting supporting government clients.
• Background in supporting federal, state, local, Tribal, or utility-funded energy, sustainability, environmental, infrastructure, or community development programs.
• Experience with financial assistance documentation, program administration, or financial tracking systems.
• Experience reviewing technical reports, project documentation, deliverables, or performance data.
• Experience creating technical reports, presentations, briefing materials, or other professional communication products.
• Strong analytical and problem-solving abilities, including experience compiling and evaluating both quantitative and qualitative data.
• Proficiency in Microsoft Office applications, including Excel, Word, PowerPoint, Teams, and SharePoint.
• Exceptional written and verbal communication skills.
• Capability to manage multiple priorities and work effectively in a client-service environment.
