This is a fully remote position, open to applicants in Virginia.
• Lead cross-functional Agile software development teams in the delivery, modernization, and maintenance of secure enterprise software applications.
• Act as the primary liaison for project execution.
• Collaborate with senior management and stakeholders to define project scope, objectives, milestones, and deliverables.
• Create and manage project schedules, work breakdown structures, and resource allocation plans.
• Facilitate Daily Stand-ups, Sprint Planning, Backlog Grooming, and Sprint Retrospectives, either serving as or supporting the Scrum Master.
• Track project performance using velocity, burn-down charts, and cumulative flow metrics.
• Serve as the communication bridge between technical development teams, business partners, and client leadership.
• Provide status updates, executive dashboards, and performance metrics.
• Manage client expectations and oversee change management processes.
• Identify, evaluate, monitor, and mitigate project risks, technical dependencies, and operational obstacles.
• Ensure that deliverables meet Section 508, OPSEC, cybersecurity, and authorization standards.
• Collaborate with DevSecOps and security teams.
• Lead, mentor, and inspire full-stack developers, business analysts, and QA engineers.
• Navigate resource constraints and resolve conflicts or technical bottlenecks.
• Bachelor’s degree in Project Management, Business Administration, Computer Science, Information Technology, or a related discipline; equivalent professional experience may be accepted.
• A minimum of 7+ years of professional project management experience.
• At least 5+ years managing complex software development projects (SDLC).
• Experience in managing projects within a secure, federal, or defense-oriented IT environment.
• Proven experience leading Agile/Scrum teams and managing product backlogs.
• Proficiency in Jira, Confluence, Microsoft Project, or Azure DevOps.
• Knowledge of cloud environments, microservices, and DevSecOps pipelines.
• Outstanding written and verbal communication abilities.
• Strong negotiation, conflict resolution, and problem-solving skills.
• Ability to prioritize tasks effectively and work under tight deadlines.
• PMP certification is mandatory.
• PMI-ACP, CSM, or PSM certifications are highly preferred.
• SAFe POPM or SSM certifications are also highly preferred.
• U.S. citizenship is required.
• A Public Trust or favorably adjudicated Secret Clearance is required to begin.
