Project Manager

This is a fully remote position, open to applicants in Canada.

📋 Description

• Oversee a portfolio of significant Energy Modernization and IT System Transformation projects for the Ministry of Technology and Innovation.

• Direct the migration of ADX Studio/CRM Dynamics applications to Microsoft Power Apps, Power Pages, and Dataverse.

• Tackle cybersecurity vulnerabilities and upgrade the application platform.

• Manage planning, architecture, requirements, workflow development, testing/UAT, change management, and go-live processes.

• Revamp systems that support Alberta's natural gas royalty-in-kind framework.

• Improve MRIS, Intel ESG, Petrinex, and CARS for physical volume tracking, reconciliation, and financial integration.

• Provide support for both voluntary and mandatory royalty-in-kind processes.

• Update legacy royalty systems to comply with mandatory BRIK regulatory requirements.

• Enhance ETS, OASIS, CARS, RFM, and EAD.

• Assist with physical barrel deliveries, valuation, transaction classification, and APMC reconciliation.

• Initially deliver manual processes, followed by complete automation and integration.

• Modernize applications that support the Mature Asset Strategy and Incremental Hydrocarbon Recovery Royalty Regulation.

• Improve application intake, approval workflows, eligibility assessment, royalty calculations, credit management, and compliance reporting.

• Manage projects from initiation through to implementation and closure, ensuring adherence to scope, schedule, budget, governance, and regulatory requirements.

• Establish and oversee project governance structures.

• Define roles and responsibilities across project teams.

• Manage risks, issues, and impacts effectively.

• Supervise budgets and resources.

• Engage with stakeholders effectively.

• Lead change management initiatives and communications.

• Conduct project closure activities and promote continuous improvement.

⛳️ Requirements

• Must possess the educational qualifications mandated by the Ministry.

• 8+ years of experience in defining project scope and objectives in collaboration with business stakeholders.

• 8+ years of experience in developing project deliverables, including project charters, business cases, business/project plans, requirements documentation, project schedules, and status reports.

• 8+ years of experience managing multiple concurrent projects.

• 8+ years of experience as a Project Manager on large, complex custom software or IT projects.

• 4+ years of experience working on the migration from ADX Studio and CRM Dynamics to Power Apps, Power Pages, and Dataverse.

• Experience in participating in the planning, execution, testing, and/or deployment of these migrations.

• Proven experience in delivering data, portal, or application migrations.

• 3+ years of experience conducting, facilitating, and interpreting risk and impact assessments.

• 3+ years of experience creating and managing project forecasts and actual budgets.

• 3+ years of experience leading and facilitating meetings with stakeholders at all levels.

• 3+ years of experience working within or for the public sector.

• Experience in delivering mandated, legislated, or regulatory projects.

• Background in energy, oil & gas, royalties, or government modernization.

• Proficiency in change management and organizational communications.
