This is a fully remote position, open to applicants in Minnesota.
• Oversee the comprehensive management of various DOC technology initiatives, from initial planning to deployment and operational transition.
• Establish project scope, objectives, deliverables, resource needs, timelines, and success metrics.
• Create and maintain detailed project plans and schedules utilizing approved project management methodologies and tools.
• Ensure projects are in alignment with business objectives, strategic priorities, timelines, budgets, and quality standards.
• Manage intricate dependencies across multiple parallel initiatives and technology implementations.
• Support enterprise data management, stewardship, governance, integration platforms, reporting, and analytics initiatives.
• Supervise the implementation and integration of the PRISM Offender Management System and associated enterprise applications.
• Guarantee synchronization, interoperability, and operational readiness across connected systems.
• Collaborate with teams engaged in cloud, infrastructure, application development, and cybersecurity initiatives.
• Identify, evaluate, document, and mitigate project risks, assumptions, issues, and dependencies.
• Maintain RAID logs and drive proactive resolution initiatives.
• Escalate significant risks and issues with actionable mitigation plans.
• Ensure adherence to project governance frameworks and reporting obligations.
• Cultivate relationships with business leaders, program sponsors, technical teams, vendors, and external partners.
• Manage stakeholder expectations and alignment amidst competing priorities.
• Coordinate vendor activities and ensure compliance with contractual deliverables.
• Assist in contract management discussions, change requests, issue resolution, and performance accountability.
• Prepare executive-level status reports, presentations, dashboards, and briefings.
• Communicate progress, budget status, milestones, risks, and dependencies to leadership.
• Facilitate governance meetings, steering committees, and stakeholder review sessions.
• Maintain thorough project documentation throughout the project lifecycle.
• Lead cross-functional teams comprising internal staff, vendor resources, business stakeholders, technical experts, and subject matter specialists.
• Mentor project participants and advocate for program best practices.
• Over 10 years of experience in Program Management, Senior Project Management, or IT Program Leadership.
• More than 7 years of experience managing large, complex enterprise IT projects.
• Proven track record of delivering technology programs on time, within scope, and on budget.
• Experience in managing procurement processes, RFP activities, vendor selection, and COTS solution implementations.
• Strong understanding of SDLC methodologies, including Agile, Waterfall, and Hybrid delivery approaches.
• Experience managing multiple concurrent projects within extensive programs or portfolios.
• Proven ability to lead cross-functional teams in highly matrixed organizations.
• Strong skills in vendor management, contract management, and stakeholder engagement.
• Demonstrated success in managing project risks, dependencies, RAID logs, budgets, and governance processes.
• Extensive knowledge of enterprise technology environments, infrastructure, systems integration, and technology lifecycle management.
• Exceptional communication, presentation, negotiation, and executive stakeholder management skills.
• Experience in managing cloud, application development, infrastructure, cybersecurity, or digital transformation initiatives.
• Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field.
• PMP certification or an equivalent project management certification is mandatory.
• Proficiency in English is essential.
• Must possess authorization to work in the United States.
• Additional certifications in Agile, Scrum, Change Management, or Program Management are highly desirable.
• Experience in corrections, public safety, criminal justice, or government environments is a plus.
• Experience with the implementation of enterprise Data Management, Data Governance, or Analytics platforms is a plus.
• Experience leading enterprise systems integration and modernization initiatives is a plus.
• Knowledge of Azure and AWS cloud environments is a plus.
• Experience managing SaaS, PaaS, and IaaS implementations is a plus.
• Familiarity with enterprise reporting and analytics platforms is a plus.
• Experience in leading large-scale business transformation projects is a plus.
• Background in supporting highly regulated organizations is a plus.
