Program Manager, Informatics

This is a fully remote position, open to applicants in United States.

📋 Description

• Provide technical leadership for the contractor team across all six workstreams.

• Align AI inventory, risk management, oversight, strategy, and field operations delivery into a unified operating model.

• Create the operational playbook for the AI center of excellence, detailing the staffing model and standard operating procedures.

• Document and propose distributed VHA AI innovation and governance processes.

• Develop and suggest the operational framework and support model for field partnership pilots, which include five field-based pilot AI project development teams.

• Offer support to VHA business units in formulating and updating AI innovation and governance strategies for at least five business units.

• Create playbooks for AI entrepreneurs and adopters, outlining internal development pathways and vendor assessment.

• Design and conduct qualitative and quantitative evaluations of pilot results and program execution.

• Oversee the program in terms of cost, schedule, and performance, as well as identifying and mitigating risks.

• Act as the senior escalation point for the contractor to government leadership regarding delivery status, resource allocation, and risk management.

• Develop programming for the VHA AI Assessment Subcommittee, field AI committees, and other centralized governance entities, including training sessions and summits.

• Assist with administrative operations, planning, and content creation for monthly meetings across at least two AI oversight committees and one workgroup.

⛳️ Requirements

• Minimum of 15 years of program management experience across a variety of IT projects, both large and small.

• Preferred: at least ten years in healthcare and five years leading programs in artificial intelligence, data science, or emerging technologies.

• Proven experience with a range of IT projects, including those related to AI, regardless of their scale.

• Capability to manage a portfolio of projects effectively.

• Proficient in the entire systems development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, and management practices.

• Skilled in identifying and mitigating risks to the program while managing cost, schedule, and performance.

• Experience and demonstrated understanding of SAFe’s Lean Agile principles and practices.

• Master’s degree in Health Administration, Public Health, Data Science, Informatics, Business, or a related discipline.

• PMP certification or equivalent, SAFe Agilist or SAFe Program Consultant certification, and Prosci change management certification are preferred.

• Ability to obtain and maintain a favorably adjudicated Tier 1 / National Agency Check with Written Inquiries (NACI) background investigation.

• Completion of VA Privacy and Information Security Awareness and Rules of Behavior training (TMS #10176) is required prior to system access and annually thereafter.

• Must be authorized to work in the United States.

• All work must occur within a jurisdiction that is subject to U.S. law or its territories.

• Proven track record in establishing an AI center of excellence, innovation pipeline, or similar operational model within a large organization.

• Experience in VHA, VISN, or a comparable large integrated health system program.

• Experience managing a portfolio of field-based pilots and translating pilot outcomes into scaling decisions.

• Strong capability in qualitative and quantitative program evaluation.

• Experience in change management within a large, distributed, and unionized workforce setting.

• Executive presence and the ability to brief senior government leadership on the status and risks of technical programs.

• Excellent written and verbal communication skills.

• Knowledge of military and Veteran populations.
