Program Manager II, MEAL

This is a fully remote position, open to applicants in Maryland.

📋 Description

• Lead and manage technical MEAL throughout the program lifecycle.

• Design, implement, oversee, and enhance data collection, management, and reporting systems at community, child protection, health structure, and partner levels.

• Direct milestone tracking, verification, and reporting systems.

• Standardize monitoring, reporting, data management, and learning methodologies across participating countries, partners, and technical workstreams.

• Supervise the monitoring and evaluation of child protection systems strengthening, family strengthening, family-based care, safeguarding, and integrated early childhood development outcomes.

• Offer technical leadership to country-level MEAL teams, government counterparts, local partners, and technical resource organizations.

• Enhance and expand national child protection, care, and ECD information and MEAL systems.

• Facilitate cross-country program learning, knowledge management, and adaptive management through the analysis and application of evidence and performance data.

• Identify avenues for learning, research, and publications.

• Share successful practices and lessons learned.

• Assist in disseminating project outcomes, learning products, evaluations, and evidence to donors, governments, consortium partners, and external stakeholders.

• Oversee the identification, assessment, and strengthening of MEAL partnerships.

• Ensure adherence to CRS quality principles, donor guidelines, industry best practices, and donor requirements.

⛳️ Requirements

• Bachelor's degree in International Development, International Relations, Sociology, Statistics, MEAL, Data Science, Research Methods, Social Sciences, or a related discipline.

• At least 7 years of relevant experience.

• Proven experience in managing large-scale and complex projects.

• Successful track record in managing MEAL programs.

• Experience in effectively leading a team of professionals and fostering a strong learning environment.

• Extensive experience in project grants management, including project design, ideally for grants from multiple public donors.

• Experience in collaboration with partner organizations.

• Proficiency in statistical data analysis software (SPSS, Stata, or R), Power BI, web conferencing tools, and information management systems.

• Capability to produce high-quality MEAL reports.

• Strong communication and writing skills for effective reporting in English.

• Excellent analytical and problem-solving abilities.

• Strong skills in quantitative and qualitative data analysis and database management.

• Proficient relationship management skills.

• Exceptional presentation, training, and facilitation abilities.

• Fluency in English.

• Willingness and ability to travel up to 35%.

• Must be legally authorized to work in the location where the position is based.

• Successful candidates needing residence or frequent travel outside their home country must complete pre-employment medical clearance.
