Program Manager – Forecast Science, Policy

📋 Description

• Gain a comprehensive technical understanding of the forecasting methods, capabilities, and limitations employed by PxD's partners.

• Articulate in simple terms the reasons why a forecasting capability can or cannot be implemented at this time.

• Integrate and convey complex scientific research, including forecast models, agronomic studies, and MEL data.

• Create reports, presentations, and policy briefs tailored for internal stakeholders, policymakers, practitioners, and the general public.

• Facilitate ongoing communication among technical/scientific partners, internal teams, and government representatives.

• Ensure that technical constraints and possibilities are accurately represented in program and policy discussions.

• Convert the technical aspects of forecasting into actionable insights throughout the initiative.


⛳️ Requirements

• A minimum of 4–6 years of relevant professional experience.

• A Bachelor's or Master's degree in a relevant discipline such as physics, mathematics/statistics, computational science, engineering, or economics with a quantitative emphasis; candidates with non-traditional backgrounds that combine strong quantitative training with technical or scientific experience are welcomed.

• Solid foundational expertise in quantitative and computational methods.

• Capability to critically and constructively engage with forecasting modeling scientists.

• Knowledge of ensemble modeling, probabilistic forecasting, forecast skill metrics, and model uncertainties is advantageous.

• Proficiency in Python or R is mandatory.

• Experience with data pipelines, cloud-based workflows, or geospatial data tools like xarray, netCDF, or GIS is highly desirable.

• Experience in working with or interpreting outputs from AI/ML-based models is strongly preferred.

• Ability to convey technical products and probabilistic or uncertain findings to non-specialist audiences.

• Outstanding written and verbal communication skills in English.

• Fluency in Hindi is preferred; proficiency in other languages is an asset.

• Exceptional organizational skills and keen attention to detail.

• Capability to manage multiple workstreams and projects concurrently.

• Familiarity with climate adaptation, digital agriculture, and experimental economics is highly sought after.

• Ability to work independently.

• Willingness to travel domestically and internationally as required.
