
Program Manager – CDBG-DR Homeowner Recovery

This is a fully remote position, open to applicants in Alaska.
• Lead the implementation plan and delivery model for the overall homeowner recovery program.
• Supervise applicant intake and case-management operations, focusing on workflows and file quality.
• Collaborate with construction partners and field teams to facilitate rehabilitation and reconstruction delivery.
• Ensure alignment of grant compliance, Duplication of Benefits procedures, and audit-ready documentation with program specialists.
• Coordinate inputs for HUD environmental reviews with the Environmental Review Subject Matter Expert (SME).
• Oversee client reporting, communications, scheduling, budgeting, and accountability for closeout.
• Experience in program management with federally funded recovery or housing initiatives.
• Proven multi-year leadership in program delivery, reporting, and stakeholder coordination.
• Skilled in managing cross-functional teams, partners, schedules, budgets, and quality controls.
• Comfortable working as a 1099/project-based collaborator.
• Experience in HUD CDBG-DR implementation.
• Background in delivering services in Alaska, rural, tribal, or remote communities.
• Familiarity with HUD MID or REAA service areas.
• Experience with programs focused on homeowner rehabilitation or reconstruction.
