This is a fully remote position, open to applicants in United States.
• Act as the sole point of accountability for Mythics’ primary contractor responsibilities.
• Ensure that program execution is consistent with contract scope, customer expectations, cost, schedule, quality, security, and risk management.
• Establish and guide governance among Mythics, Deloitte, Oracle, USDA, and other stakeholders.
• Provide leadership with insight into delivery risks, financial exposure, customer concerns, and subcontractor performance.
• Oversee contract execution and customer-facing governance.
• Maintain responsibility for contractual obligations, deliverables, acceptance, modifications, option periods, and performance commitments.
• Ensure that subcontractors operate within the limits of the prime contract and subcontract agreements.
• Collaborate with Contracts, Finance, Delivery, Sales, and Executive Leadership.
• Manage governance cadence, steering committee materials, executive briefings, decision logs, and status reporting.
• Take ownership of program dashboards, KPIs, RAID reporting, issue escalation, action tracking, and integrated program health assessments.
• Keep audit-ready documentation for decisions, assumptions, risks, scope changes, customer communications, and deliverable acceptance.
• Manage the prime/subcontractor operating model alongside Deloitte, Oracle, and other partners.
• Hold subcontractors accountable for schedule, quality, staffing, deliverables, issue resolution, and customer commitments.
• Own the enterprise RAID process and devise mitigation and recovery plans.
• Identify execution and financial risks and manage proposal assumptions and delivery commitments through formal change control.
• Monitor program financial performance, burn rate, funding, backlog, profitability, invoices, and forecast accuracy.
• Assist in deal reviews, funding reviews, contract modifications, and executive financial reporting.
• Coordinate invoicing, acceptance, and funding actions with Finance and Contracts.
• Represent Mythics to USDA stakeholders and executive leadership.
• Facilitate customer communications, expectation management, executive escalations, and governance meetings.
• Support account growth while ensuring adherence to delivery and contract boundaries.
• Oversee the integrated master schedule, milestone tracking, critical path, deliverable gates, and acceptance criteria.
• Ensure the implementation and maintenance of quality control plans, program management plans, and governance artifacts.
• Review technical partner deliverables for completeness in terms of contracts and customer readiness.
• Drive readiness reviews for milestones, demonstrations, testing gates, cutover, deployment, and hypercare.
• Execute all other assigned duties.
• Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field, or equivalent experience.
• U.S. Citizen with the capability to clear a federal background investigation.
• Over 15 years of experience leading large-scale Federal IT, enterprise transformation, or mission-critical modernization programs.
• More than 10 years of managing system integrator, subcontractor, or complex partner delivery relationships on federal programs exceeding $50 million.
• Previous experience as a Prime Contractor Program Manager, Program Director, or Senior Program Executive.
• Experience in managing organizations or integrated delivery teams of over 70 professionals across multiple workstreams.
• Experience overseeing multiple subcontractors, delivery partners, and customer stakeholders in a prime/subcontractor setting.
• Familiarity with enterprise ERP, HCM, payroll modernization, shared services, cloud transformation, or large-scale SaaS implementation programs.
• Experience managing fixed-price, performance-based, BPA, IDIQ, task order, or other complex federal contracting models.
• Strong understanding of program financial management, scope management, schedule management, quality management, and enterprise risk management.
• Proven ability to lead executive governance forums and communicate effectively with federal customers, subcontractors, and senior leadership.
• Knowledge of Oracle Fusion Cloud HCM.
• Knowledge of Oracle Fusion Payroll.
• Knowledge of Oracle Cloud Infrastructure (OCI).
• Knowledge of federal payroll modernization.
• Knowledge of USDA National Finance Center.
• Knowledge of Defense Civilian Pay System.
• Knowledge of shared service organizations.
