Program Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee all facets of a dynamic project, acting as the primary point of contact with the client.

• Manage project timelines, milestones, deliverables, and budgets in accordance with Federal and VA standards and guidelines.

• Ensure exceptional customer service and provide direction on technical solutions.

• Foster effective working relationships with customer personnel.

• Prepare for and facilitate meetings, presentations, and briefings throughout all phases of the product lifecycle.

• Ensure that VA and LTS program objectives are achieved.

• Address complex project-related challenges and implement solutions encompassing architecture, design, scheduling, technology, methodologies, tools, human-centered design, components, and change management.

• Conduct client walkthroughs and assist with user acceptance testing and necessary documentation.

• Provide business and systems analysis for applications.

• Support both short-term and long-term strategies for product selection, requirements analysis, systems development, maintenance, and operations.

• Adhere to the systems lifecycle, including production releases.

• Participate in PI Planning activities to ensure that product and business owner requirements are fulfilled.

• Act as a liaison to business and technical stakeholders to ensure project success.

• Support the Department of Veterans Affairs Health Portfolio along with its IT program management, project management, technical management, financial management, functional planning, and documentation analysis needs.

• Ability to obtain and maintain a Public Trust clearance.

• Strong technical and business comprehension of agile development methodologies.

• Experience in Product Line Management is preferred.

• Good understanding of security-related policies, procedures, and regulations.

• A sense of urgency necessary to meet goals, objectives, and deadlines.

• Strong interpersonal and human relations abilities.

• Excellent written, verbal, and presentation skills.

• Capacity to convey technical concepts to non-technical personnel.

• Ability to collaborate with individuals of varying technical backgrounds and management levels.

• Robust technical integration skills.

• Proven analytical capabilities.

• Ability to read, analyze, and interpret business requirements, system documentation, and technical procedures.

• Understanding of cloud environments (MS Azure, AWS) and experience with migrating systems to the cloud.

• Ability to quickly learn new project management tools while applying agile and SAFe methodologies.

• Awareness of VA-approved governance models, IT Infrastructure frameworks, Technical Reference Models, operating environments, infrastructure and application performance monitoring tools, and Government compliance regulations (NIST, FISMA, 508, and similar IT, OMB, and congressional mandates).

• Bachelor's degree and 15 years of relevant experience, or ten years of additional relevant experience may be substituted for educational qualifications.
