This is a fully remote position, open to applicants in United States.
• Act as the deputy to the Senior Program Manager overseeing contract operations, client service, staffing, financial performance, and strategic initiatives.
• Direct program activities and serve as a representative of program leadership when engaging with clients, internal stakeholders, and delivery teams.
• Supervise and manage team members across various job families, disciplines, titles, experience levels, and degrees of seniority.
• Establish performance expectations, offer feedback and coaching, support professional growth, and ensure accountability among employees.
• Lead the Performance 365 process, which includes goal setting, performance discussions, career development, recognition, documentation, and reviews.
• Address performance issues, carry out difficult conversations, document concerns, and collaborate with leadership and HR.
• Plan, coordinate, and oversee multiple simultaneous projects and workstreams.
• Set operating rhythms, governance structures, schedules, action tracking, decision logs, and performance reporting mechanisms.
• Monitor costs, schedules, scope, staffing, utilization, and performance; identify potential issues and propose corrective actions.
• Assist with forecasting, budget monitoring, labor planning, variance analysis, and monthly reporting.
• Oversee workforce planning, recruiting, interviewing, onboarding, resource allocation, and performance management.
• Cultivate relationships with VA stakeholders, program leadership, technical teams, partners, and LMI leadership.
• Convert client priorities into actionable requirements, work plans, deliverables, and resource allocations.
• Spearhead Agile delivery using Scrum, Kanban, or hybrid methodologies, including backlog and dependency management.
• Utilize Jira, Azure DevOps, SharePoint, dashboards, and related tools to monitor delivery performance.
• Coordinate multidisciplinary teams comprising developers, analysts, data scientists, evaluators, technical leads, and subject matter experts.
• Collaborate with technical teams that provide Microsoft Power Platform, SharePoint, analytics, data, workflow automation, and program evaluation solutions.
• Identify and mitigate operational, technical, staffing, client, and delivery risks.
• Create executive briefings, program reviews, status reports, dashboards, recommendations, and decision-making materials.
• Facilitate leadership meetings, drive decision-making, assign accountability, and ensure follow-through on action items.
• Ensure that deliverables comply with contractual, VA, federal, security, privacy, and LMI standards.
• Enhance program operations, delivery processes, team effectiveness, and client results.
• Support account strategy, business development efforts, capture, proposal writing, solution development, and organic growth.
• Align client requirements with LMI capabilities to develop integrated solutions for the VA account.
• Mentor project managers and team leads.
• A Bachelor’s degree in business, management, public administration, health administration, information systems, technology, public health, or a related field.
• Over 7 years of experience in program management, project management, operations, consulting, technology delivery, federal contracting, or a related area.
• Experience in roles such as deputy program manager, senior project manager, program operations lead, or a similar leadership position.
• Proven experience in people management, supervising employees across various roles, disciplines, or levels of seniority.
• Demonstrated ability to set performance expectations, coach employees, support career development, recognize achievements, and address performance or conduct issues.
• Ability and readiness to engage in direct, constructive, and challenging discussions concerning accountability, performance, behavior, or delivery.
• Experience managing formal performance management processes.
• Capability to lead effectively in a matrixed environment and foster accountability across teams and stakeholders.
• Proficiency in managing multiple workstreams, priorities, schedules, risks, and stakeholders.
• Experience in Agile delivery environments, including Scrum, Kanban, or hybrid approaches.
• Familiarity with Jira, Azure DevOps, or similar delivery management tools.
• Understanding of Microsoft Power Platform, SharePoint development or modernization, program evaluation, performance measurement, analytics, or data-informed decision support.
• Strong operational, organizational, and problem-solving abilities.
• Capacity to work independently, exercise sound judgment, and lead with minimal supervision.
• Excellent client-facing communication and relationship management skills.
• Exceptional written and verbal communication skills, including the ability to create executive-level briefings and recommendations.
• Ability to collaborate across technical and non-technical teams.
• Experience in business development, capture, proposal development, client growth, or account strategy.
• Ability to obtain and maintain a Public Trust clearance.
• Previous experience supporting the U.S. Department of Veterans Affairs, VHA, or VA central-office programs is preferred.
• Experience in suicide prevention, mental health, behavioral health, healthcare, public health, or Veteran services is advantageous.
• Experience managing multidisciplinary technical and analytical teams is a plus.
• Experience in federal contract operations is a plus.
• Relevant certifications such as PMP, CSM, PMI-ACP, SAFe, Microsoft, or similar are preferred.
