Program Manager

This is a fully remote position, open to applicants in District of Columbia, +1 more state.

📋 Description

• Act as the main point of contact with USACE, DoD, and customer stakeholders.

• Oversee the planning, execution, monitoring, and finalization of task orders.

• Supervise contract performance across both CONUS and OCONUS locations.

• Manage the performance of subcontractors and teaming partners.

• Ensure adherence to contract stipulations, Performance Work Statement (PWS) requirements, and quality benchmarks.

• Handle program risks, issues, corrective actions, and mitigation strategies effectively.

• Create and uphold program schedules, budgets, staffing plans, and performance metrics.

• Coordinate engineering, installation, testing, commissioning, and sustainment tasks.

• Lead regular program management reviews and performance reporting sessions.

• Ensure smooth transitions between task orders and operational sustainment efforts.

⛳️ Requirements

• A Bachelor’s degree in Engineering, Construction Management, Business, Information Systems, or a relevant discipline.

• At least 10 years of experience in federal project or program management.

• A minimum of 5 years of experience managing electronic security systems (ESS), physical security, or infrastructure modernization projects.

• Proven experience in managing multiple simultaneous projects and teams spread across different locations.

• Capability to obtain and retain necessary security clearances.

• Project Management Professional (PMP) certification is preferred.

• Experience with USACE projects is preferred.

• Familiarity with electronic security systems, access control, intrusion detection systems, CCTV, and force protection programs is preferred.

• Experience in managing MATOC or IDIQ contracts is preferred.
