This is a fully remote position, open to applicants in United States.
• Act as the primary point of accountability for Mythics’ responsibilities as a prime contractor.
• Oversee contract implementation and customer-facing governance for the Federal Payroll Modernization initiative, supporting the USDA National Finance Center.
• Ensure that execution is in line with contract scope, customer expectations, budget, timeline, quality, security, and risk management.
• Establish governance frameworks involving Mythics, Deloitte, Oracle, USDA, and other relevant stakeholders.
• Provide transparency into delivery risks, financial exposure, customer concerns, and subcontractor performance metrics.
• Manage contractual obligations, deliverables, acceptance criteria, modifications, option periods, and performance commitments.
• Ensure subcontractors operate within the boundaries of the prime contract and subcontract agreements.
• Lead the creation of steering committee materials, executive briefings, decision logs, status reports, dashboards, KPIs, RAID reports, issue escalations, and action tracking.
• Maintain documentation that is audit-ready for decisions, assumptions, risks, scope changes, customer communications, and acceptance of deliverables.
• Hold Deloitte and other subcontractors accountable for timelines, quality, staffing, deliverables, issue resolution, and commitments to customers.
• Own the enterprise RAID processes and formulate mitigation and recovery strategies.
• Monitor financial performance, burn rate, funding levels, backlog, profitability, invoices, and forecast accuracy.
• Support deal assessments, funding reviews, contract amendments, and executive financial reporting.
• Act as a trusted representative of Mythics to USDA stakeholders and executive leadership.
• Facilitate customer communications, manage expectations, handle executive escalations, and lead governance meetings.
• Oversee the integrated master schedule, milestone tracking, critical path, deliverable gates, and acceptance criteria.
• Drive readiness assessments for demonstrations, testing phases, cutover, deployment, and hypercare.
• Execute additional duties as required.
• Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field, or equivalent experience.
• US Citizen with the capability to pass a federal background investigation.
• Over 15 years of experience in leading large-scale Federal IT, enterprise transformations, or mission-critical modernization projects.
• More than 10 years of experience managing system integrators, subcontractors, or complex partner delivery relationships on federal programs exceeding $50 million.
• Previous experience as a Prime Contractor Program Manager, Program Director, or Senior Program Executive.
• Experience managing organizations or integrated delivery teams of over 70 professionals across various workstreams.
• Experience in managing multiple subcontractors, delivery partners, and customer stakeholders in a prime/subcontractor context.
• Familiarity with enterprise ERP, HCM, payroll modernization, shared services, cloud transformation, or large-scale SaaS implementation programs.
• Experience with complex federal contracting models such as fixed-price, performance-based, BPA, IDIQ, task orders, or similar.
• Strong grasp of program financial management, scope management, schedule management, quality management, and enterprise risk management.
• Proven ability to lead executive governance forums and communicate effectively with federal customers, subcontractors, and senior leadership.
• Knowledge of Oracle Fusion Cloud HCM, Oracle Fusion Payroll, Oracle Cloud Infrastructure (OCI), federal payroll modernization, USDA National Finance Center, Defense Civilian Pay System, shared service organizations, federal financial management, COBOL legacy modernization, mainframe migration, Agile delivery, DevSecOps, FedRAMP environments, and large-scale data conversion, testing, cutover, deployment, and hypercare governance.
