Program Manager

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Provide comprehensive leadership and oversight of the contractor team and VFMP modernization initiatives.

• Act as the primary point of contact for contractors with VA leadership, the VA COR, VA Program Manager, project managers, technical teams, business stakeholders, and modernization partners.

• Manage a cohesive portfolio of simultaneous modernization projects that align with VFMP's strategic and operational goals.

• Create and uphold the Integrated Master Schedule, which includes milestones, dependencies, critical paths, testing, change management, and knowledge management.

• Track performance against defined scope, schedule, budget, milestones, and performance objectives.

• Identify, document, manage, and escalate program-level risks, issues, dependencies, decisions, and action items.

• Coordinate efforts in automation, data integration, migration, EDI, testing, business processes, knowledge management, and change management workstreams.

• Develop and sustain program/project management plans, charters, stakeholder/RACI matrices, risk registers, schedules, briefing materials, and governance documents.

• Lead program reviews, executive briefings, milestone assessments, Integrated Baseline Reviews, and Go/No-Go decision-making processes.

• Establish and track performance metrics, recommending corrective actions and promoting continuous improvement.

• Facilitate collaboration among business SMEs, architects/analysts, data engineers, EDI SMEs, change management personnel, knowledge management personnel, and technical teams.

• Oversee the supplemental Data Integration Project and the delivery of an integrated data layer that supports reporting and business-rule decisions.

• Ensure projects encompass testing, implementation, training, communications, change management, and knowledge transfer.

• Prepare and present monthly/quarterly status updates and executive-level briefings.

• Monitor contractor staffing, onboarding, system access, required VA training, and offboarding processes.

• Provide quality oversight on contractor deliverables and address any performance or delivery concerns.

• Maintain communication with VA leadership to identify and resolve emerging issues.

• Assist with transition planning and the transfer of documentation, metrics, artifacts, and institutional knowledge upon contract completion.

⛳️ Requirements

• Bachelor's degree in Project Management, Healthcare Administration, Information Systems, Engineering, or a related field.

• Over 10 years of progressive experience in program/project management, including oversight of complex, multi-workstream initiatives.

• More than 5 years of experience managing large-scale modernization, digital transformation, healthcare, or federal programs.

• Proven experience in managing multiple concurrent projects through an integrated portfolio/program-management framework.

• Experience in developing and managing integrated master schedules, project plans, dependencies, risks/issues, performance metrics, and executive reporting.

• Experience leading multidisciplinary teams that include both business and technical personnel.

• Strong skills in executive-level communication, facilitation, stakeholder management, and problem-solving.

• Demonstrated ability to operate within established scope, schedule, budget, quality, and performance parameters.

• PMP certification is preferred.

• Prior experience with VA/VHA, specifically in IVC, VFMP, Community Care, eligibility, claims, payer operations, or healthcare modernization is preferred.

• Experience in federal healthcare or healthcare payer environments is preferred.

• Familiarity with EDI/X12/NCPDP, healthcare claims, eligibility, or provider transactions is preferred.

• Experience in managing data integration, migration, automation/RPA, or enterprise modernization projects is preferred.

• Experience incorporating organizational change management and knowledge management into technology/process modernization is preferred.

• Knowledge of Agile and traditional/hybrid project management methodologies is preferred.
