Program Manager

This is a fully remote position, open to applicants in Texas.

📋 Description

• Oversee the entire delivery lifecycle for a portfolio of simultaneous engagements under the DIR MSS contract.

• Maintain both program and project-level plans, milestone schedules, and RAID logs.

• Manage the complete service request and task order lifecycle from initiation to completion.

• Act as the key point of contact among Apollo leadership, business units, SAIC, DIR, customer stakeholders, project managers, assessment teams, and engineering teams.

• Establish communication and escalation schedules for each engagement.

• Take responsibility for the program budget, including revenue/cost forecasting, staffing and vendor expenses, margin, and utilization reports.

• Identify risks and issues across projects that may jeopardize program-level objectives.

• Manage Apollo’s CJIS program, including background investigation clearances and ongoing reporting.

• Contribute to improvements in PMO processes and tools.

• Support capture and proposal efforts with delivery estimates and historical performance data.

• Create update reports for both internal and external stakeholders.

• Observe the current Program Manager during the initial 30 days.

• Jointly take ownership of reporting schedules, obligations registers, forecasts, and clearance rosters within 60 days.

• Manage the program and oversee the forecast, escalation processes, and SAIC governance schedules by 90 days.

• Conduct the first comprehensive monthly program review.

⛳️ Requirements

• Proven experience in delivering cybersecurity, IT managed services, or technology consulting (including assessments, security operations, incident response, or compliance).

• Experience in delivering under a government contract, encompassing deliverable acceptance, contractual reporting, and audit requirements.

• Direct responsibility for a program budget, including forecasting, expenditure tracking, invoicing, and margin reporting.

• Ability to manage a prime contractor or channel partner relationship from the subcontractor perspective, including flow-down obligations and joint governance.

• Proficiency with a Professional Services Automation platform such as Cloud Coach, Kantata, OpenAir, Certinia, or similar.

• Strong skills in Microsoft 365, SharePoint, Teams, and Excel.

• Excellent written communication and strong facilitation skills.

• Strong organizational discipline with meticulous attention to detail and follow-through.

• Capability to pass a fingerprint-based background investigation, comply with CJIS personnel security requirements, and maintain eligibility throughout employment.

• PMP or PMI-ACP certification is preferred.

• Direct experience with Texas DIR contract vehicles and Texas public sector clients is preferred.

• Familiarity with the Texas Cybersecurity Framework, Texas Administrative Code §202, TX-RAMP, NIST CSF, NIST SP 800-53, and CIS Controls is preferred.

• Basic knowledge of the CJIS Security Policy is preferred.

• Experience with revenue recognition for services across time-and-materials, fixed-fee, and milestone-based structures is preferred.

• Previous experience managing a subcontract under a major systems integrator such as SAIC, Leidos, Accenture, or Deloitte is preferred.

• Based in Austin or Central Texas is preferred.

• Must be legally authorized to work in the United States.

• Must undergo a background check and obtain CJIS certification.
