This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Oversee a portfolio worth millions, focusing on corporate-funded, Department of Labor, and Department of Justice workforce initiatives.
• Report directly to the Director of Learning & Workforce Development at IWL.
• Manage program operations, drive strategic direction, and ensure adherence to compliance standards.
• Provide leadership and technical guidance for both current and new workforce projects.
• Supervise staffing, define scopes of work, manage timelines and budgets, and ensure compliance with FHI 360’s policies and procedures.
• Coordinate management, compliance, performance, budget oversight, knowledge management, research, and systems for best practices.
• Identify emerging workforce development trends and strategically position FHI 360 for investments from public, private, and foundation sources.
• Assist in capacity building and align with IWL's strategic objectives.
• Initiate process improvement programs and training for staff.
• Propose solutions concerning strategy, operations, and business decisions.
• Provide technical guidance on apprenticeships, pre-apprenticeships, credentialing/certifications, policy matters, and justice/reentry projects.
• Lead the creation of frameworks, tools, resources, monitoring and learning methodologies, and advocacy efforts.
• Launch new workforce initiatives and train personnel on program design and execution.
• Ensure teams effectively collect, document, and share lessons learned and best practices.
• Collaborate with leadership at FHI 360 and IWL, as well as donors, funders, partners, and government entities.
• Maintain effective relationships and communication within a matrixed project setting.
• Supervise a team of 10–15 staff members, facilitating their performance management and professional growth.
• Lead business development efforts and proposal creation to expand the workforce development portfolio.
• Identify workforce trends and potential funding sources across private and U.S. federal/state government channels.
• Perform additional duties as assigned.
• Master’s Degree or its equivalent in fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Public Affairs/Policy Studies, Research, Technology, Youth Development, or a related discipline.
• At least 15 years of relevant experience in project management principles and practices.
• A minimum of 8 years demonstrating leadership at the department level, strong business acumen, or supervisory experience.
• Proven track record in securing and executing U.S. workforce development projects, including design, management, and implementation.
• Demonstrated experience in workforce development, economic development, economic opportunity, or similar sectors.
• Experience working with individuals involved in the justice system or other underrepresented demographics is a plus.
• Project Management Professional (PMP) certification is preferred.
• Experience in a non-governmental organization (NGO) and in an intermediary capacity.
• Proven experience in business development and fostering partnerships.
• Knowledge of business development processes in government, foundations, and the private sector.
• Ability to inspire and develop diverse teams that are geographically dispersed.
• Strong strategic planning, business acumen, and portfolio management skills.
• Exceptional communication, presentation, negotiation, and influencing abilities.
• Capacity to navigate complexity and manage multiple priorities effectively.
• Strong analytical, problem-solving, and decision-making capabilities.
• Proficient in Microsoft 365 applications, SharePoint, Teams, and project management tools.
• All personnel are required to sign FHI 360's code of conduct.
• Employment is contingent upon passing appropriate screening checks, including references, criminal records, and terrorism finance checks.
• Consent to information requests as part of the Inter-Agency Misconduct Disclosure Scheme.
