This is a fully remote position, open to applicants in United States.
β’ Provide senior program management oversight across the VA Center for Care and Payment Innovation (CCPI) Strategic Planning Division enterprise portfolio.
β’ Ensure that program objectives, timelines, milestones, and deliverables align with VA strategic priorities and task order requirements.
β’ Deliver comprehensive support for program, portfolio, and pilot management.
β’ Act as a principal advisor to SES-level VA leadership regarding program strategy, risk management, organizational change, and initiative performance.
β’ Present evidence-based recommendations to guide executive decision-making.
β’ Lead the development, coordination, and quality assessment of Congressional briefing materials, testimony preparation documents, and legislative reports.
β’ Oversee enterprise portfolio governance, which includes program dashboards, integrated master schedules, risk registers, and performance metrics.
β’ Facilitate collaboration among VA program offices, contracting officials, clinical stakeholders, and external partners.
β’ Address program impediments and promote decision-making across pilot design, resource allocation, evaluation, strategic planning, and enterprise decision-making.
β’ Develop and uphold strategic plans, program management plans, executive status reports, and after-action reviews.
β’ Ensure audit-readiness and compliance with federal program management standards and VA policies.
β’ At least 10 years of progressive program management experience in the federal health sector.
β’ Proven responsibility for large-scale, enterprise-level initiatives.
β’ A Master's Degree in Business Administration, Public Health, Health Administration, Public Policy, or a closely related field is required.
β’ Demonstrated experience providing advisory support directly to SES-level or equivalent federal executives, preferably within the VA, DoD, HHS, or a similar large federal health agency.
β’ Ability to acquire and maintain a VA PIV credential.
β’ Successful completion of a VA background investigation is required.
β’ Must be authorized to work in the United States; this position does not provide visa sponsorship.
β’ Project Management Professional (PMP) certification or a recognized equivalent (e.g., PgMP, FAC-P/PM Senior) is required at the time of hire.
β’ Experience in supporting data-driven and value-based health care solutions within a VAMC, VISN, or VHACO environment is desirable.
β’ Familiarity with statutory authorities and responsibilities related to testing new models of care is preferred.
β’ Experience with waiver requests and legislatively directed pilot initiatives is preferred.
β’ Prior experience in authoring or directly supporting Congressional Budget Justifications, congressional briefings, or formal legislative correspondence is desired.
β’ Experience implementing or overseeing portfolio management frameworks like PMI's Standard for Program Management, PPBE processes, or OMB Circular A-11 capital planning requirements is preferred.
β’ Proficiency with VA enterprise tools and systems such as VA P&LO platforms, PowerBI-based dashboards, or IFAMS is preferred.
β’ Ability to obtain and maintain a VA PIV credential.
β’ Active federal suitability or security clearance is preferred.
