Program Director – VA Center for Care and Payment Innovation Support

This is a fully remote position, open to applicants in United States.

📋 Description

• Provide senior program management oversight for the VA CCPI Strategic Planning Division's enterprise portfolio.

• Offer advisory support to SES-level VA leadership regarding program strategy, risk management, organizational change, and initiative performance.

• Develop, coordinate, and conduct quality reviews of Congressional briefing materials, testimony preparation documents, and legislative reports.

• Oversee governance of the enterprise portfolio, which includes program dashboards, integrated master schedules, risk registers, and performance metrics.

• Facilitate collaboration among VA program offices, contracting officials, clinical stakeholders, and external partners.

• Address program impediments and drive decision-making across pilot design, resource allocation, evaluation, strategic planning, and enterprise decision-making.

• Create and maintain strategic plans, program management plans, executive status reports, and after-action reviews.

• Ensure readiness for audits, compliance with federal program management standards, and alignment with VA policies.

• Support data-driven and value-based healthcare solutions that enhance Veteran care.

⛳️ Requirements

• A minimum of 10 years of progressive program management experience in the federal health sector, with proven responsibility for large-scale, enterprise-level initiatives.

• A Master's Degree in Business Administration, Public Health, Health Administration, Public Policy, or a closely related field is required.

• Proven experience providing advisory support directly to SES-level or equivalent federal executives, preferably within the VA, DoD, HHS, or a comparable large federal health agency.

• Capability to obtain and maintain a VA PIV credential and successfully complete a VA background investigation.

• Active federal suitability or security clearance is preferred.

• Must be authorized to work in the United States; this position does not offer visa sponsorship.

• Project Management Professional (PMP) certification or a recognized equivalent (e.g., PgMP, FAC-P/PM Senior) is required at the time of hire.

• Experience in supporting the development of data-driven and value-based healthcare solutions within a VAMC, VISN, or VHACO environment.

• Familiarity with statutory authorities and responsibilities related to testing new care models, including support for waiver requests where authorized.

• Experience in authoring or directly supporting Congressional Budget Justifications, congressional briefings, or formal legislative correspondence on behalf of a federal health agency.

• Demonstrated experience in implementing or overseeing portfolio management frameworks such as PMI's Standard for Program Management, PPBE processes, or OMB Circular A-11 capital planning requirements within a federal health context.

• Proficiency with VA enterprise tools and systems, including VA Procurement and Logistics Office platforms, PowerBI-based dashboards, or IFAMS.
