Program Director

This is a fully remote position, open to applicants in United States.

📋 Description

• Provide leadership in technical programs for the contractor team across all six workstreams.

• Integrate AI inventory, risk management, oversight, strategy, and field operations into a unified operating model.

• Create the operational playbook, staffing framework, and standard operating procedures for the AI center of excellence.

• Document and propose distributed VHA AI innovation and governance procedures.

• Design and advise on the operational framework and support model for field partnership pilots, which includes five field-based pilot AI project development teams.

• Assist VHA business units in formulating and revising AI innovation and governance strategies across at least five business units.

• Develop playbooks for AI entrepreneurs and adopters that outline internal development pathways and vendor assessments.

• Lead and design qualitative and quantitative evaluations of pilot outcomes and program implementation.

• Oversee the program in terms of cost, schedule, and performance while identifying and mitigating risks.

• Act as the senior escalation point for the contractor to government leadership regarding delivery status, resource allocation, and risk management.

• Create programming for the VHA AI Assessment Subcommittee, field AI committees, and other centralized governance bodies, including training sessions and summits.

• Provide support for administrative operations, planning, and content creation for monthly meetings across at least two AI oversight committees and one workgroup.

⛳️ Requirements

• At least 15 years of program management experience across a range of IT projects, both large and small.

• Preferred: A minimum of 10 years in healthcare and at least 5 years leading artificial intelligence, data science, or emerging technology initiatives.

• Proven experience managing a portfolio of projects.

• Familiarity with diverse IT projects, especially those related to AI.

• Comprehensive knowledge of the full systems development life cycle.

• Understanding of enterprise-wide network engineering.

• Knowledge in strategic information planning.

• Expertise in business process reengineering.

• Experience in managing projects according to budget, timeline, and performance metrics.

• Ability to identify and mitigate risks associated with programs.

• Demonstrated understanding of SAFe Lean Agile principles and practices.

• Master’s degree in Health Administration, Public Health, Data Science, Informatics, Business, or a related field.

• Must be able to secure and maintain a favorably adjudicated Tier 1/National Agency Check with Written Inquiries (NACI) background investigation.

• Completion of VA Privacy and Information Security Awareness and Rules of Behavior training (TMS #10176) is required before system access and annually thereafter.

• Must be authorized to work in the United States.

• All work must be conducted within a jurisdiction governed by U.S. law or its territories.

• PMP certification or equivalent, along with SAFe Agilist or SAFe Program Consultant certification, and Prosci change management certification are preferred.

• Proven success in establishing an AI center of excellence, innovation pipeline, or a similar operating model within a large organization.

• Experience with VHA, VISN, or a similarly large integrated health system program.

• Experience managing a portfolio of field-based pilots and translating pilot outcomes into scaling strategies.

• Strong capabilities in qualitative and quantitative program evaluation.

• Experience in change management within a large, distributed, and unionized workforce environment.

• Ability to brief senior government leadership on technical program status and risks.

• Exceptional written and verbal communication skills.

• Knowledge of military and veteran populations.
