This is a fully remote position, open to applicants in United States.
• Act as the main contractual advisor for Bellese, overseeing a range of federal prime contracts, subcontracts, and business agreements.
• Oversee the entire lifecycle of federal contracts, subcontracts, NDAs, teaming agreements, and other business agreements from drafting and negotiation to execution, administration, modification, and closeout.
• Evaluate and analyze RFPs, RFIs, and RFQs; provide guidance to capture and proposal teams regarding contractual terms, risks, and requirements during the proposal development process.
• Create, review, and negotiate terms and conditions, NDAs, teaming agreements, licenses, and other agreements with government clients, partners, and subcontractors.
• Manage subcontracts and oversee subcontractor relationships, including the flow-down of applicable clauses and ensuring compliance with terms and deliverables.
• Ensure adherence to FAR, agency supplements like HHSAR, and company policy for FFP, T&M, IDIQ, and task/delivery order contracts.
• Act as the primary contact for contract-related matters with government contracting officers, program managers, business development, and legal teams.
• Proactively identify contractual and compliance risks, develop mitigation strategies, and assist with OCI reviews.
• Maintain precise, audit-ready contract files and tracking records.
• Provide updates and guidance to internal stakeholders regarding contract obligations and deadlines.
• Facilitate contract closeout processes, including final invoicing, property disposition, and claims release.
• Must be a US Citizen or Green Card holder; no sponsorship provided.
• Must have been a US Resident for at least the last 3 years.
• Ability to meet the requirements for a Public Trust position, including passing a US Government background investigation.
• Bachelor's degree and 3+ years of relevant contracts management experience, or an equivalent combination of education and experience.
• Proven experience managing the full lifecycle of U.S. federal government contracts, including both prime contracts and subcontracts.
• Familiarity with the Federal Acquisition Regulation (FAR) and experience with various contract types, including Firm Fixed Price, Time & Materials, IDIQs, and task/delivery orders.
• Experience in reviewing and responding to RFPs, RFIs, and RFQs.
• Experience in drafting and negotiating NDAs, teaming agreements, and other business agreements.
• Preferred: experience supporting contracts specifically with HHS or CMS.
• Preferred: understanding of HHSAR supplements to the FAR.
• Preferred: NCMA certification (CFCM or CPCM) or equivalent formal contracts training.
• Preferred: prior experience in health IT or health technology government contracting.
• Preferred: experience with GSA schedule contracts.
• Proficient in Microsoft Office, Google Workspace, Slack, and contract management/tracking systems.
• Strong analytical, negotiation, and written/verbal communication skills.
• Ability to independently manage a diverse portfolio of contracts and competing deadlines.
