Product Owner – Clearance Required

This is a fully remote position, open to applicants in United States.

📋 Description

• Establish and uphold the product vision, desired outcomes, success metrics, scope, and operational principles for personnel modernization and technical talent initiatives.

• Create governance structures, engage stakeholders, and set appropriate decision-making and delivery rhythms tailored to the agency's organizational context.

• Gather, analyze, reconcile, and document requirements from leadership, users, process owners, human resources professionals, technical teams, and implementation partners.

• Convert research insights, policy limitations, operational requirements, and technical dependencies into epics, features, user stories, acceptance criteria, and other actionable backlog items.

• Construct, refine, and prioritize the product backlog based on mission value, user impact, feasibility, urgency, risk, dependencies, and available capacity.

• Develop integrated roadmaps that outline immediate improvements, pilots, implementation actions, and long-term modernization opportunities.

• Facilitate agile planning, backlog refinement, stakeholder reviews, demonstrations, retrospectives, and other collaborative sessions essential for maintaining delivery momentum.

• Oversee the efforts of the User Experience Designer, Technical Engineer Recruiter, and Visual Designer to ensure alignment in research, workforce analysis, design, and decision support.

• Identify and manage dependencies across personnel, processes, policies, data, systems, security, privacy, accessibility, and organizational change.

• Keep logs of decisions, assumptions, risks, issues, dependencies, and actions, while escalating matters that require government direction.

• Establish performance metrics and feedback systems, monitor outcomes, and adjust priorities based on data, stakeholder feedback, and evolving mission needs.

• Prepare concise status updates, roadmaps, backlogs, implementation plans, and decision documents for both operational and senior-level stakeholders.

⛳️ Requirements

• A bachelor's degree in business, public administration, information systems, human resources, organizational development, design, engineering, or a related field, accompanied by a minimum of seven years of relevant professional experience, including at least three years in a role such as product owner, product manager, business analyst, or a similar delivery position.

• Additional directly relevant experience may substitute for a degree.

• Proven experience in leading product ownership or requirements management for complex service, process, workflow, or digital modernization initiatives.

• Background in establishing product vision and outcomes, gathering requirements, developing user stories and acceptance criteria, prioritizing backlogs, and maintaining roadmaps.

• Strong knowledge of agile and lean delivery methods, along with experience in facilitating planning, refinement, review, and retrospective sessions.

• Experience in applying human-centered design insights and user feedback to inform product decisions, process enhancements, and implementation priorities.

• Demonstrated capability to reconcile competing stakeholder needs and provide transparent, evidence-based prioritization recommendations.

• Experience in managing dependencies, risks, decisions, and delivery across organizational, policy, process, data, and technology boundaries.

• Proficiency with tools such as Jira, Confluence, Azure DevOps, or similar backlog, requirements, collaboration, and documentation platforms.

• Exceptional facilitation, analytical, organizational, written, verbal, and executive communication skills.

• U.S. citizenship and the ability to fulfill government security, suitability, and system-access requirements related to the position.
