This is a fully remote position, open to applicants in United States.
• Revamp the VA Loan Guaranty technology portfolio.
• Convert statute, policy, and stakeholder requirements into well-defined, traceable user stories and specific acceptance criteria.
• Facilitate the transition from raw business intent to defined, estimated, and committed plans within a matter of days.
• Manage and prioritize the roadmap across modernization, sustainment, and the decommissioning of legacy systems.
• Balance the needs of VA program officials, field personnel, lenders, and servicers.
• Take ownership of prioritization to ensure every 30-day release provides value to stakeholders.
• Oversee user acceptance testing coordination.
• Advocate for business value in decisions regarding configuration versus customization.
• Base prioritization on analytics, usage data, and operational metrics.
• Plan the transition from legacy systems to the modern platform.
• Leverage AI to assess policy and regulatory changes, draft and stress-test user stories, synthesize stakeholder feedback, and maintain a coherent backlog.
• Collaborate with the Enterprise Solution Architect, Engineering Lead, and DevSecOps Lead.
• Set the strategic direction for architecture, engineering, and customer relations; present evidence-based recommendations to federal decision-makers.
• Respectfully challenge detrimental directions and document decisions when conflicting priorities arise.
• Proven track record in product management for complex enterprise software, focusing on real users, significant stakes, and measurable outcomes rather than just processes.
• Proficiency in the housing finance domain, particularly in servicing, loss mitigation, or claims.
• Capability to write user stories and acceptance criteria that engineers can effectively build from and testers can automate against.
• Experience with federal delivery, addressing accessibility, security, and documentation as integral product constraints.
• Skill in facilitating discussions among senior officials, field users, and engineers.
• Evidence-based prioritization, with clearly stated assumptions in cases of limited data.
• Proven practice of AI integration in processes.
• Sound judgment in ambiguous situations and a strong sense of ownership over outcomes.
• Located in the U.S.
• Must be able to obtain and maintain a federal Public Trust clearance.
• No requirement for a Secret clearance, but the ability to obtain and maintain a federal Public Trust clearance is essential.
• Direct experience with VA Loan Guaranty, VALERI, or other VA benefit programs is advantageous but not mandatory.
• Familiarity with FHA, USDA rural housing, GSE, or lender and servicer operations is beneficial but not essential.
• Experience in product management on Salesforce or a similar configuration-first platform is advantageous but not essential.
• Knowledge of MISMO, URLA, Jira and Confluence, or scaled agile methodologies is helpful but not mandatory.
• No specific degree or years of experience requirement; strong evidence of capability is prioritized.
