This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Deliver mid- to senior-level acquisition policy assistance, which includes interpreting and drafting acquisition policies.
• Create, implement, and uphold FDIC contract policies and procedures.
• Work in partnership with FDIC teams to ensure alignment with legal and regulatory standards, promoting compliance and efficiency in contract management.
• Research, analyze, and present intricate and detailed contracting information.
• Organize, track, and clearly communicate procurement data in a logical manner.
• Generate presentations and reports enriched with data, highlighting findings and actionable recommendations.
• Collaborate with contract specialists, contracting officers, legal teams, and other departments.
• Investigate Executive Orders, OMB memoranda, and related policy influences to assess their impact on FDIC acquisition operations and policies.
• Assist in drafting and reviewing updates to FDIC’s Acquisition Policy Guidance Manual (APGM), incorporating interim policy modifications and stakeholder feedback.
• Draft and review acquisition templates, samples, and other documents utilized across the FDIC user community.
• Oversee updates and interactions with acquisition systems such as APS and ASNG.
• BA or BS degree in a business-related, management, or legal discipline.
• Minimum of ten (10) years of direct procurement experience in either the federal government or the private sector.
• At least five (5) of the most recent years must involve hands-on experience in creating policy documents, updating existing policies, and developing templates.
• Public Trust clearance is required.
• Demonstrated practical knowledge and expertise in applying both non-FAR-based regulations and the Federal Acquisition Regulation (FAR), as well as other U.S. Government policies.
• Experience with GSA Schedules, GWACs, and MA-IDIQs is essential.
• Proven understanding and practical experience with acquisition management principles throughout the full lifecycle (from pre-award to closeout).
• Experience managing various contract types for supplies and services (FFP/LOE, T&M, FFP, CPFF, CPIF, CPAF).
• Strong interpersonal and communication abilities; capable of functioning effectively in a team setting.
• Ability to foresee issues, establish strategies to mitigate risks, and manage administrative processes on behalf of management.
• Proven capability to collaborate in challenging environments and build productive relationships at all levels—both internal and external.
• Demonstrated ability to set a constructive example, proactively resolve misunderstandings, enhance working relationships, and influence positive outcomes.
• Certification: Certified Procurement Professional (CPP) or a similar credential in government procurement practices (e.g., FAC Professional or FAC-C II or equivalent) is preferred.
