This is a fully remote position, open to applicants in District of Columbia, +1 more state.

📋 Description

• Provide assistance to the Test & Evaluation Division within DHS FEMA.

• Act as a senior technical authority backing DHS/FEMA and CWMD test and evaluation initiatives for CBRN detection systems.

• Plan, coordinate, carry out, assess, and report on both developmental and operational testing.

• Support acquisition decisions, technology maturation, and field operations.

• Ensure that test artifacts and processes adhere to DHS Directive 102-01, DHS Directive 026-06, and CWMD Operating Instruction 1.

• Lead and facilitate system-level technical and operational testing events at both government and contractor locations.

• Engage in IPTs, working groups, Test Readiness Reviews, review boards, operational readiness reviews, and critical design reviews.

• Convert operational requirements, CONOPS, and technical specifications into quantifiable test objectives and verification criteria.

• Maintain requirements traceability, testability, and mission relevance throughout the system lifecycle.

• Oversee the evaluation and interpretation of test data.

• Create technical assessments, operational test reports, and executive briefings.

• Offer senior technical SME support to Integrated Product Teams, operational users, and industry stakeholders.

• Address complex integration issues and ensure alignment of testing objectives.

• Foster continuous improvement of DHS and FEMA testing processes through technical reviews, lessons learned, quality assurance, and best practices.


⛳️ Requirements

• A bachelor's degree in Systems Engineering, Electrical Engineering, Mechanical Engineering, Physics, Chemistry, or a related technical/scientific field.

• At least 10 years of pertinent systems engineering and/or test & evaluation experience.

• Experience in supporting DHS, DoD, or other federal T&E programs.

• Familiarity with CBRN or sensor/detection systems.

• Proven experience in leading developmental tests, operational tests, and systems integration activities for complex technical systems.

• Strong knowledge of CBRN detection technologies, including radiological, nuclear, biological, and chemical detection systems.

• Must be a U.S. Citizen.

• Must possess an active Secret clearance.

• A master's degree is preferred.

• Excellent analytical skills for assessing test data, mission scenarios, and system performance relative to requirements.

• Exceptional technical writing skills for generating test plans, test reports, and executive-level briefings.

• Ability to lead cross-functional coordination among government program offices, contractors, and interagency partners.

• Strong organizational and project management abilities.

• Effective communication skills to translate technical test outcomes into implications for program and acquisition decision-making.
