This is a fully remote position, open to applicants in Virginia.
• Plan, organize, strategize, and implement both proactive and reactive proposal development for Federal opportunities.
• Provide support to sales and presales teams and lead proposal initiatives in collaboration with Sales and cross-functional groups.
• Oversee the proposal process from initial awareness through to final responses, BAFOs, presentations, and follow-up activities.
• Analyze and break down RFx documents while creating compliance and responsibility matrices.
• Ensure that proposal processes and submissions adhere to Federal regulations, including FCI, CUI, and privacy standards.
• Track and report on proposal metrics, including contractual SLAs.
• Author responses and collaborate with teams to develop necessary content.
• Formulate pursuit strategies and win themes.
• Assemble, lead, and inspire pursuit teams for strategy sessions, kickoffs, reviews, and transition meetings.
• Act as the main point of contact for procurement inquiries.
• Serve as the primary company liaison for the SEWP VI program and coordinate with the NASA SEWP PMO.
• Maintain responsibility for SEWP VI contract performance, compliance, deliverables, and milestones.
• Interpret and apply SEWP VI requirements, policies, procedures, and guidance.
• Manage the SEWP VI compliance calendar to ensure timely and accurate submissions, certifications, reports, and deliverables.
• Monitor contract modifications, policy updates, technology refresh requirements, and other changes related to SEWP VI.
• Coordinate responses to requests, reviews, audits, and initiatives from NASA SEWP PMO.
• Maintain contract documentation, records, and program files.
• Support the identification, qualification, and pursuit of SEWP VI task-order opportunities.
• Collaborate with Inside Sales and Client Directors on SEWP VI opportunities.
• Review solicitations and task-order requirements for scope, compliance, eligibility, and risk assessment.
• Assist in creating compliant quotes, proposals, and task-order responses.
• Track opportunities from identification through to award and performance.
• Maintain SEWP VI pipeline and reporting processes.
• Oversee subcontractor and teaming-partner compliance.
• Monitor certifications, representations, supply-chain requirements, and contractual obligations.
• Identify risks and escalate issues to leadership as necessary.
• Establish procedures, controls, and standard operating procedures for SEWP VI.
• Coordinate corrective actions for compliance and performance challenges.
• Facilitate SEWP VI activities across Contracts, Finance, Sales, Program Management, IT, Security, and Operations.
• Oversee processes related to orders, task orders, reporting, invoicing, and contract administration.
• Provide support for SEWP-related systems, portals, accounts, and authorized users.
• Monitor task-order and contract performance metrics.
• Create dashboards and management reports detailing pipeline, awards, revenue, compliance, performance, and deadlines.
• Assist in customer and contract-holder meetings, training sessions, conferences, and SEWP events.
• Coordinate financial and program reporting.
• Keep track of contract-related fees and financial obligations.
• Monitor task-order financial performance, revenue, backlog, and forecasts.
• Deliver regular SEWP VI status updates to executive leadership.
• Develop performance metrics and suggest process enhancements.
• Cultivate relationships with Federal customers, Contracting Officers, SEWP PMO personnel, prime contractors, subcontractors, and teaming partners.
• Support customer engagement and account-management initiatives.
• Coordinate responses to customer inquiries and requests.
• Ensure consistent communication among internal and external stakeholders.
• Represent Optiv + ClearShark at SEWP VI meetings, conferences, orientations, industry events, and program activities.
• A minimum of 5 years of experience in Federal contracting, government contracting, program management, contracts administration, business development, or a similar field.
• Proven experience supporting a Federal Government contract vehicle such as a GWAC, IDIQ, GSA Schedule, BPAs, or agency-specific contracts.
• Working knowledge of Federal acquisition processes and terminology related to government contracting.
• Strong understanding of contract compliance, task-order management, proposal support, and contract administration.
• Ability to independently drive the completion of complex responses under tight deadlines and security restrictions.
• High proficiency in MS Word, MS Excel, PowerPoint, and Outlook; intermediate skills in other MS Office applications.
• Exceptional editing skills for content, grammar, spelling, and punctuation specific to US Public Sector standards.
• Demonstrated capability to manage multiple priorities, deadlines, stakeholders, and cross-functional teams.
• Strong written, verbal, analytical, and organizational skills.
• Ability to work independently and communicate effectively with executive leadership and government clients.
• U.S. citizenship is required by Optiv + ClearShark and contract stipulations.
