Principal Proposal & Contracts Manager

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Plan, organize, strategize, and implement both proactive and reactive proposal development for Federal opportunities.

• Provide support to sales and presales teams while leading successful proposal engagements alongside Sales and cross-functional teams.

• Oversee and manage the proposal process from initial awareness to completed response, BAFO, presentations, and follow-up.

• Analyze and breakdown RFx documents, developing compliance and responsibility matrices.

• Ensure that proposal processes and responses adhere to Federal regulations, including FCI, CUI, and privacy standards.

• Monitor and report on proposal metrics, including contractual SLAs.

• Author proposal responses and collaborate with teams to create required content.

• Develop pursuit strategies and win themes.

• Assemble, guide, and motivate pursuit teams through strategy sessions, kickoffs, reviews, and transition meetings.

• Act as the primary contact for procurement inquiries.

• Serve as the main company contact for the SEWP VI program and coordinate with the NASA SEWP PMO.

• Manage SEWP VI contract performance, compliance, deliverables, milestones, documentation, reporting, financial obligations, and program operations.

• Aid in identifying, qualifying, and pursuing SEWP VI task-order opportunities from identification to award and performance.

• Review solicitations and task-order requirements for scope, compliance, eligibility, and risk factors.

• Coordinate compliant quotes, proposals, task-order responses, and conduct internal reviews.

• Maintain the SEWP VI pipeline, dashboards, management reports, metrics, and executive status updates.

• Coordinate SEWP VI activities across Contracts, Finance, Sales, Program Management, IT, Security, and Operations.

• Monitor subcontractor and teaming-partner compliance and contractual commitments.

• Identify risks, escalate issues, and coordinate corrective measures.

• Establish SEWP VI procedures, controls, and standard operating protocols.

• Support customer meetings, training sessions, conferences, orientations, industry events, and program activities.

• Cultivate relationships with Federal customers, Contracting Officers, NASA SEWP PMO personnel, prime contractors, subcontractors, and teaming partners.

• Facilitate customer communications and represent Optiv + ClearShark at SEWP VI events.


⛳️ Requirements

• A minimum of 5 years of experience in Federal contracting, government contracting, program management, contracts administration, business development, or a related discipline.

• Proven experience in supporting a Federal Government contract vehicle such as a GWAC, IDIQ, GSA Schedule, BPAs, or agency-specific contract.

• Familiarity with Federal acquisition processes and government contracting terminology.

• Strong understanding of contract compliance, task-order management, proposal support, and contract administration.

• Capability to work independently to ensure the completion of complex responses within tight deadlines and security constraints.

• High proficiency in MS Word, MS Excel, PowerPoint, and Outlook; intermediate skill level in other MS Office suite applications.

• Exceptional editing skills for content, grammar, spelling, and punctuation specific to US Public Sector usage.

• Ability to manage multiple priorities, deadlines, stakeholders, and cross-functional teams effectively.

• Strong written, verbal, analytical, and organizational skills.

• Ability to work independently and communicate effectively with executive leadership and government clients.

• U.S. citizenship is required by Optiv + ClearShark and contract obligations.

• Proficiency in time management and meeting deadlines.

• Capability to work remotely and independently.
