This is a fully remote position, open to applicants in United States.
• Act as the primary technical resource for provider- and system-level assessments, data analysis, policy implementation, tool development, implementation support, and continuous improvement initiatives.
• Perform structured evaluations of care provider protocols, operational practices, workforce behaviors, and the organizational culture and climate concerning child safety and the prevention of abuse and neglect.
• Analyze serious incident reports, monitoring outcomes, audit findings, compliance data, risk indicators, provider performance metrics, and both qualitative and quantitative sources.
• Detect patterns, trends, systemic vulnerabilities, contributing factors, and effective practices across providers and the wider care provider network.
• Conduct qualitative assessments of provider practices, organizational conditions, supervisory methods, workforce behaviors, and operational procedures.
• Assist in the development and application of assessment methodologies, performance indicators, scoring systems, interview protocols, review instruments, and evaluation techniques.
• Convert PSA, clinical, child safety, and related requirements into actionable expectations for providers, practical guidance, and implementation frameworks.
• Formulate recommendations to mitigate systemic risks and enhance prevention strategies.
• Create and refine prevention tools, templates, checklists, job aids, reporting methods, and implementation resources.
• Generate content and technical contributions for prevention-centric training and communications.
• Aid in the delivery of training sessions, facilitated discussions, technical assistance, and system-level implementation efforts.
• Collaborate with providers and ORR stakeholders to identify barriers to implementation and integrate prevention expectations into workflows, supervision frameworks, and operational processes.
• Assist in the collection, aggregation, validation, and analysis of provider performance and prevention-related data.
• Monitor implementation progress and corrective actions, and evaluate intervention outcomes.
• Prepare analyses, reports, briefing materials, recommendations, and decision-support resources at both the provider and system levels.
• Engage in ongoing quality-planning activities to identify, analyze, prioritize, intervene, monitor, and enhance practices.
• Work alongside clinical and programmatic subject matter experts.
• Facilitate working sessions with ORR offices, stakeholders, and provider representatives.
• Identify opportunities for standardizing practices and minimizing unnecessary variations.
• Document effective practices and lessons learned for network-wide tools, guidance, training, and improvement strategies.
• Escalate significant or emerging systemic safety issues to the Manager and assist with recommended ORR responses.
• At least 5 years of experience working with child welfare populations, including congregate care settings, aimed at enhancing quality and safety.
• Master’s degree in social work or a related field; a bachelor’s degree combined with 10 years of relevant experience may substitute for a master’s degree.
• Minimum of 3 years’ experience working with immigrant children and their families.
• Must be able to acquire and maintain a Public Trust Clearance.
• Familiarity with migrant/refugee issues, particularly those affecting children.
• Experience working within a refugee program.
• Previous work experience in a consulting environment.
• Ability to foster and contribute to an equitable and inclusive organizational culture and environment.
• Capability to manage competing priorities, diverse perspectives, and stakeholder needs.
• Excellent verbal, interpersonal, and written communication skills.
• Proven professionalism, judgment, discretion, tact, and diplomacy.
