Mid-Level NPDES Permit Writer

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Develop, assess, and modify both individual and general NPDES permits, fact sheets or statements of basis, public notices, response to comments documents, and supporting administrative records.

• Evaluate permit applications, discharge monitoring reports, facility records, engineering details, previous permits, inspection outcomes, and other technical documents.

• Analyze industrial and municipal processes, wastewater sources, treatment systems, discharge points, receiving waters, pollutants of concern, and operational conditions.

• Establish technology-based and water quality-based effluent limitations while calculating monitoring requirements.

• Tackle whole effluent toxicity, mixing zones, antidegradation, impaired waters, total maximum daily loads, and other water quality challenges.

• Formulate monitoring, reporting, recordkeeping, special condition, best management practice, compliance schedule, and pretreatment requirements.

• Review technical analyses and conduct quality-control checks.

• Investigate and interpret the Clean Water Act, NPDES regulations, effluent guidelines, EPA guidance, state regulations, water quality standards, policies, and permitting precedents.

• Collaborate with permitting authorities, facility representatives, technical experts, and stakeholders.

• Facilitate public engagement activities and address public comments.

• Create technical memoranda, regulatory analyses, standard operating procedures, permit templates, guidance documents, and training resources.

• Monitor assignments, budgets, timelines, deliverables, and information requirements across multiple permits or projects.

• Engage in meetings with clients, regulatory bodies, permit holders, and project teams.

• Offer technical guidance and review assistance to junior personnel.

• Aid in NPDES program evaluations, permit quality assessments, backlog reduction, process enhancements, and training initiatives.

• Contribute to proposals, scopes of work, cost estimations, and business development activities.

⛳️ Requirements

• 3–10 years of experience in supporting environmental initiatives related to the Clean Water Act.

• Experience with the implementation of the NPDES program or other water-related environmental initiatives.

• Familiarity with NPDES permitting processes and regulations concerning wastewater and stormwater.

• MS, BS, or BA in Environmental Science, Biology, Chemistry, Geology, Engineering, or a related field.

• Exceptional written and verbal communication skills.

• Strong analytical skills with data.

• Proficient in conducting desktop research.

• Capable of working independently as well as part of a multidisciplinary team.

• Willingness and ability to travel locally and throughout the United States as required.

• Proficient in Microsoft Word and Excel.

• Familiarity with erosion and sediment control practices and best management practices for stormwater pollution prevention.

• Understanding of municipal and/or industrial wastewater treatment processes.
