Maritime Security Subject Matter Expert

This is a fully remote position, open to applicants in Maryland, +1 more state.

📋 Description

• Offer technical expertise for a federal initiative focused on maritime-security training and curriculum enhancement.

• Collaborate with the Lead Instructional Systems Designer to assess maritime-security instructional materials.

• Evaluate maritime and port-security content for technical precision and operational significance.

• Confirm the validity of maritime examples, scenarios, case studies, and exercises.

• Assess and affirm references to the International Ship and Port Facility Security (ISPS) Code.

• Provide guidance on ISPS Code citations, hyperlinks, pop-up references, and resources for instructors.

• Review instructor discussion points and key technical messages.

• Counsel on port facility security assessments, security planning, drills, exercises, and related operational strategies.

• Assist in developing and validating learning objectives, group activities, facilitated discussions, and operational scenarios.

• Transform technical maritime-security concepts into straightforward instructional content for adult learners.

• Engage in Government and contractor Subject Matter Expert (SME) review sessions.

• Review and aid in resolving technical feedback on draft instructional materials.

• Support realistic maritime and seaport examples related to cybersecurity, UAV operations, and insider threats.

• Ensure alignment between technical source materials, instructional content, and instructor guidance.

• Assist in the final technical quality assurance prior to Government submission.

⛳️ Requirements

• Over 10 years of pertinent experience in maritime, port-security, maritime law enforcement, maritime operations, or closely related fields.

• Proven understanding of maritime-security operations and port environments.

• Experience implementing maritime-security concepts in operational, advisory, training, regulatory, or program-support contexts.

• Capability to review and verify technical content for accuracy and operational relevance.

• Strong grasp of port-security risk, security planning, assessments, drills, exercises, or related security functions.

• Excellent written and verbal communication abilities.

• Ability to collaborate effectively with instructional designers and technical SMEs.

• Previous experience with the U.S. Coast Guard, Navy, port authority, maritime law enforcement, or maritime-security preferred.

• Familiarity with the International Ship and Port Facility Security (ISPS) Code and related maritime-security standards is preferred.

• Experience conducting port facility security assessments and developing security plans is preferred.

• Background in drills, exercises, preparedness, or security operations is preferred.

• Experience in maritime training or curriculum development is preferred.

• Experience in supporting international capacity-building or training for foreign partners is preferred.

• Experience working with Government instructional-development teams is preferred.
