This is a fully remote position, open to applicants in District of Columbia, +1 more state.
β’ Oversee and guide a team of federal acquisition experts engaged in VA contracting operations.
β’ Offer technical guidance, mentorship, and quality assurance to acquisition staff.
β’ Distribute and manage procurement tasks based on complexity, priorities, capabilities, customer requirements, and deadlines.
β’ Evaluate resumes, take part in interviews, assist in hiring decisions, and facilitate government onboarding processes.
β’ Conduct performance evaluations, provide constructive feedback and mentorship, address performance issues, and assist with disciplinary actions and offboarding.
β’ Aid in pre-award and post-award processes, including requirement development, acquisition strategy, solicitation creation, evaluation, awarding, administration, modifications, and project closeout.
β’ Support procurements exceeding the Simplified Acquisition Threshold and other complex or high-value actions.
β’ Assess acquisition packages, solicitations, source selection documents, evaluation criteria, modifications, and related materials for quality, completeness, and compliance.
β’ Investigate, interpret, and apply FAR, VAAR, agency policies, laws, and acquisition guidelines.
β’ Provide counsel to Contracting Officers, Contract Specialists, program managers, technical staff, and requiring activities.
β’ Analyze challenging contracting issues and propose alternative solutions.
β’ Work collaboratively with customers and stakeholders to define and standardize requirements.
β’ Assist in the development of source selection criteria, proposal evaluation methods, cost analyses, and acquisition financial documentation.
β’ Prepare and review procurement packages for the Contracting Officer's assessment.
β’ Monitor team performance, acquisition progress, workload, and quality of deliverables.
β’ Relay staffing, workload, procurement status, risks, and corrective measures to VA leadership and stakeholders.
β’ Conduct workload forecasting, resource planning, quality assurance, and review of acquisition deliverables.
β’ At least five years of recent relevant experience within the past seven years providing comprehensive and intricate federal acquisition support.
β’ A minimum of three years of recent experience managing government procurement teams within the past seven years.
β’ Experience in managing recruitment, interviewing, hiring, onboarding, work assignments, employee evaluations, performance management, discipline, and offboarding.
β’ Background in supporting both pre-award and post-award federal acquisition activities.
β’ Experience handling federal acquisitions above the Simplified Acquisition Threshold.
β’ In-depth knowledge of FAR, VAAR, and relevant federal acquisition regulations and policies.
β’ Capability to support acquisitions regardless of type or monetary value.
β’ Proficient in developing and reviewing acquisition strategies, solicitations, procurement packages, evaluation criteria, contract modifications, and contract administration documents.
β’ Ability to independently research and interpret federal acquisition policies, regulations, directives, and guidance.
β’ Strong leadership, management, communication, writing, organizational, and time-management abilities.
β’ Capability to handle multiple priorities, personnel matters, and complex acquisition tasks simultaneously.
β’ Specialized experience may be necessary in construction, Architect-Engineering, complex services, healthcare contracting, or leasing and specialized contracting.
β’ Bachelor's degree in any field; or at least 24 semester hours in specified business-related disciplines.
β’ Relevant federal contracting experience may substitute for educational qualifications; seven years can be considered in place of formal education where applicable.
β’ Preferred certifications include FAC-C Level I, II, or III; FAC-C Professional; DAWIA Level III Contracting; or comparable commercial acquisition or contracting coursework.
β’ Preferred experience in supporting the Department of Veterans Affairs, a VA Network Contracting Office, healthcare, professional services, construction, Architect-Engineering, leasing, utilities, or other complex acquisitions.
