Licensing Engineer, Energy

This is a fully remote position, open to applicants in Tennessee.

📋 Description

• Write designated sections of applications and supporting evaluations under the supervision of senior licensing professionals.

• Collaborate with engineering disciplines and contractors to collect design, process, and operational information.

• Draft assigned portions of 10 CFR Part 70 license applications, encompassing radiation protection, waste management, emergency preparedness, decommissioning, environmental protection, and management measures.

• Conduct licensing evaluations and applicability assessments utilizing approved bounding assumptions.

• Coordinate and document inputs and assumptions from clients and contractors.

• Review interfacing application content to ensure consistency and completeness.

• Identify gaps, conflicts, outstanding items, and licensing commitments.

• Maintain traceability between assigned content, NRC requirements, guidance, and regulatory foundations.

• Assist in responding to NRC requests for additional information.

• Create licensing presentations and supporting materials for both internal and external audiences.

• Adhere to assigned schedules and promptly raise any delivery issues.

• Receive direction from senior licensing staff and carry out other assigned tasks.

⛳️ Requirements

• Bachelor's degree in Nuclear Engineering, Chemical Engineering, Mechanical Engineering, Health Physics, or a related engineering or technical field.

• 3 years of pertinent experience in the nuclear industry, ideally in licensing and regulatory affairs.

• Experience in drafting and reviewing licensing applications, submittals, or similar regulatory documentation.

• Experience collaborating with designers and engineers to produce safety analysis or licensing basis documentation.

• Previous interaction with the NRC or another regulatory agency is preferred.

• Proven understanding of 10 CFR and related regulatory and industry guidance.

• Working knowledge of the licensing framework for facilities that possess and utilize special nuclear material, including 10 CFR Part 70.

• Familiarity with NRC guidance relevant to fuel cycle facility license applications, including NUREG-1520.

• Capability to develop licensing documentation from conceptual and evolving design information using documented assumptions.

• Excellent technical writing abilities, with a focus on accuracy, consistency, and traceability.

• Ability to collaborate effectively with engineering disciplines and other contractors.

• Ability to manage assigned tasks against fixed submission deadlines and promptly address issues.

• Must be a U.S. citizen and eligible to work under 10 CFR Part 810 without specific authorization.

• Must be a U.S. citizen to be considered.

• Familiarity with fuel cycle facility processes, uranium chemistry, material forms, and radiological and chemical hazards is advantageous.

• Experience with facilities licensed under 10 CFR Part 70 or similar NRC licensing processes is preferred.

• Familiarity with the integrated safety analysis process, items relied on for safety, and management measures is preferred.

• Experience with fuel fabrication, conversion, deconversion, enrichment, or other fuel cycle operations is preferred.

• Familiarity with material control and accountability under 10 CFR Part 74, physical protection under 10 CFR Part 73, or transportation under 10 CFR Part 71 is preferred.

• Familiarity with Environmental Reports under 10 CFR Part 51 or advanced reactor fuel supply chain projects is preferred.

• Professional Engineer (PE) license or other relevant qualifications in the nuclear industry are desirable.

• A Master's degree is also desirable.
