This is a fully remote position, open to applicants in California.
• Oversee the development of emerging behavioral health policies at state and federal levels and evaluate their operational, compliance, programmatic, and technological effects on member counties.
• Assess the implications for EHR workflows and system capabilities, providing recommendations for system improvements, configuration adjustments, and development priorities.
• Conduct analysis and interpretation of federal and state laws, regulations, contractual obligations, and sub-regulatory guidelines.
• Convey policy implications to stakeholders and county partners effectively.
• Formulate policies and procedures that support county compliance with contractual and regulatory standards.
• Create implementation guidance, tools, workflows, technical assistance resources, and practical materials for new requirements and initiatives.
• Offer consultation and technical assistance to county behavioral health plans.
• Partner with EHR and clinical teams on the development of compliant EHR modules and workflow designs.
• Monitor and assess the effectiveness of policies and procedures, including those related to EHR.
• Design and conduct training sessions for internal staff, county personnel, and stakeholders focused on policies, procedures, EHR functionality, and regulatory standards.
• Gather, analyze, and present data pertinent to quality and performance management.
• Collaborate with internal teams, county partners, state agencies, and other stakeholders on policy development, implementation, and ongoing improvements.
• Represent CalMHSA in meetings, workgroups, and collaborative forums.
• An advanced degree in Public Health, Public Policy, Social Work, Healthcare Administration, or a related discipline.
• A minimum of five (5) years of experience in policy analysis, program evaluation, or a related area.
• Experience within a county behavioral health plan is preferred.
• A clinical license is preferred (LMFT, LCSW, LPCC, etc.).
• Extensive knowledge of behavioral health policies at the California state, federal, and local levels.
• Proficient in understanding and implementing complex regulatory language.
• Strong analytical skills with the ability to apply research towards practical solutions in a government administration context.
• Exceptional written and verbal communication skills.
• Capable of creating clear and effective training and policy materials.
• Ability to lead initiatives independently.
• Skilled in training and educating a diverse range of learners, including clinical and administrative staff.
• Strong technical proficiency in healthcare IT systems, particularly EHR systems.
• Effective collaboration skills within a multidisciplinary team.
• Proficient in using computers and relevant software.
• Intermediate knowledge of Excel, Word, PowerPoint, Adobe, and Outlook.
• Ability to read, understand, and respond appropriately in both written and verbal communication.
• Capability to perform basic arithmetic with whole numbers, common fractions, and decimals.
• Ability to work independently with little or no supervision.
• Excellent analytical and critical thinking abilities.
• Proficient in conducting research and asking pertinent probing questions.
• Ability to manage confidential information in compliance with HIPAA Privacy and Security Rules, 42 CFR Part 2, state and federal privacy laws, and CalMHSA security policies.
