Lead Director, IMS Program Transformation

This is a fully remote position, open to applicants in District of Columbia.

📋 Description

• Take ownership of the long-term IMS Program Transformation strategy, roadmap, governance framework, and comprehensive execution plan.

• Guide the shift from broad managed service provider arrangements to a concentrated network of specialized partners and outcome-driven engagements.

• Evaluate IMS service towers, capabilities, delivery performance, labor models, dependencies, automation prospects, and readiness for transition.

• Establish reusable principles, standards, and playbooks to extend the transformation model to other ISTS managed service initiatives.

• Set financial baselines, value propositions, productivity expectations, performance metrics, outcome scorecards, and tracking for benefits realization.

• Coordinate with technology owners, engineering and operations leaders, architecture, finance, procurement, legal, cyber defense, risk, human resources, and enterprise governance teams.

• Formulate and oversee vendor and sourcing strategies.

• Convert desired outcomes into scopes, service levels, operational measures, accountability frameworks, incentives, and governance expectations.

• Lead procurement processes, contracting, negotiations, due diligence, and transition planning.

• Design governance structures, decision-making rights, escalation procedures, and performance management across CVS Health and partner teams.

• Manage complex service transitions while ensuring operational stability, regulatory compliance, security, business continuity, and stakeholder experience.

• Identify opportunities in AI, automation, observability, analytics, and modern engineering to enhance resilience and productivity.

• Create executive-level communications and recommendations that address status, decisions, financial implications, risks, trade-offs, and necessary actions.

• Develop change management, communication, and stakeholder engagement strategies.

• Cultivate internal capabilities, knowledge transfer practices, and succession planning to minimize reliance on external providers.

• Ensure transformation activities adhere to CVS Health policies, contracting standards, codes of conduct, and all relevant security, privacy, safety, quality, and regulatory requirements.

• Exemplify CVS Health values through inclusive leadership, transparent decision-making, constructive challenges, disciplined execution, and accountability for results.


⛳️ Requirements

• 10+ years of experience in vendor management, strategic sourcing, supplier governance, or managing large-scale service delivery.

• 10+ years of experience leading intricate technology service transformations, managed service transitions, supplier modifications, or redesigning operating models within a large organization.

• 10+ years of experience in defining and overseeing outcome-based service agreements, performance metrics, governance processes, financial obligations, and executive escalations.

• 7+ years of understanding infrastructure and technology operations, encompassing service management, operational risk, resilience, and interdependencies across towers.

• 7+ years of experience influencing and aligning senior leaders and cross-functional stakeholders without relying solely on direct authority.

• 7+ years of experience developing business cases and utilizing financial, operational, and service performance data to inform decisions and assess realized value.

• 7+ years of expertise in executive communication, negotiation, program leadership, problem-solving, and organizational change management.

• Bachelor’s degree in business, technology, engineering, supply chain, finance, or a related field, or equivalent professional experience.

• Experience transforming a single-provider managed services model into a multi-partner, specialist, or capability-based delivery ecosystem.

• Familiarity with infrastructure managed services, IT service management, ServiceNow, cloud and data center operations, automation, AIOps, or observability.

• Experience in a highly regulated industry, preferably healthcare, financial services, or another sector with significant security and operational resilience obligations.

• Proven track record in leading global delivery models and balancing onshore, offshore, nearshore, internal, and partner capabilities.

• Working knowledge of fixed-price, consumption-based, managed capacity, build-operate-transfer, and outcome-based pricing models.

• An advanced degree or relevant professional certification is preferred.
