Lead Business Systems Analyst – Federal Acquisition

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Lead the discovery and definition of requirements for acquisition planning and pre-award workflows, which includes the development of Performance Work Statements (PWS), conducting market research, planning acquisitions, and selecting clauses.

• Utilize Python and SQL to analyze acquisition process data, verify business rules, pinpoint exceptions, and support requirements as well as recommendations for improvements.

• Document current processes, business rules, challenges, controls, data requirements, and handoff points.

• Create future-state workflows that minimize manual tasks and enhance consistency and traceability.

• Facilitate workshops with stakeholders and consolidate varying inputs.

• Convert business needs into requirements, user stories, acceptance criteria, and actionable recommendations.

• Identify opportunities for AI, automation, digital forms, the Power Platform, and integrated data while considering human review, policy, and compliance aspects.

• Mentor junior analysts and collaborate with solution design and engineering teams throughout the design, prototyping, testing, and user acceptance phases.

• Develop client materials, process documentation, and implementation guidance for senior federal stakeholders.

• Act as the lead business analyst for acquisition modernization within PhoenixTeam's Department of the Interior program.

⛳️ Requirements

• A minimum of 7 years of relevant experience in business analysis, business transformation, acquisition modernization, management consulting, or a related field.

• Practical experience using Python for data preparation and analysis.

• Proficient in using SQL to query, join, and validate data.

• Familiarity with federal acquisition and pre-award processes, including the Federal Acquisition Regulation (FAR), PWS development, market research, and acquisition planning.

• Proven experience leading complex requirements and process redesign efforts for software, automation, or digital modernization projects.

• Capability to lead through influence while being actively involved in analysis, documentation, workshops, and delivery details.

• Must successfully pass background checks, suitability assessments, credentialing, and access requirements relevant to a Moderate Risk Public Trust position.

• Experience supporting a federal contracting office or providing advice to federal acquisition organizations.

• Background in management consulting or professional services within complex transformation programs.

• Familiarity with Microsoft Power Platform, SharePoint/Microsoft 365, data and API concepts, or other low-code/automation environments.

• Experience with generative AI or LLM tools for acquisition, research, requirements, process redesign, or prototype development.

• Involvement in large-scale modernization efforts that encompass multiple systems, stakeholder groups, or organizational units.

• Must be able to work primarily remotely within the U.S.

• Must be available during DOI core hours of 9:30 a.m.-3:30 p.m. ET.
